HomeMy WebLinkAboutIR 10207 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 10207 To the Mayor and Members of the City Council December 4, 2018 G� fflkr��4 Page 1 of 1 * ��rn SUBJECT: EVANS-ROSEDALE REQUEST FOR EXPRESSIONS OF INTEREST 1875 In a joint offering, the City of Fort Worth (City), the Fort Worth Housing Finance Corporation (HFC), and the Fort Worth Local Development Corporation (LDC) are publishing a Request for Expressions of Interest for Redevelopment of Properties Owned by the City of Fort Worth, Housing Finance Corporation, and Local Development Corporation located in the Evans & Rosedale Urban Village. We are soliciting expressions of interest from local, regional, and national developers. The Evans and Rosedale Urban Village was an economic and social center for the African-American community in the early 1900's. The Village has been the subject of various planning and community input efforts in the past two decades; however, the lots owned by the City and related entities remain mostly vacant despite significant public investment in infrastructure. In recent years, land prices in the Near Southside have skyrocketed, pushing interest to the east, making this the ideal time to attract private investment to the Evans and Rosedale area. The three entities (City, HFC, and LDC) will issue a joint Request for Expressions of Interest (RFEI) (a request for a general vision instead of a project proposal) in December. The goal of this RFEI is to provide enough information for a staff recommendation to contract with a specified Master Developer through a Memorandum of Understanding. This Master Developer will then be responsible for bringing forward specific project proposals for consideration. The selected developer will be expected to honor the area's heritage as well as past planning and community input endeavors, while configuring the site for the current market opportunities. The proposed timeline for this process is as follows: November- 1. Briefing and Public Comment December 2. Brief HFC, LDC, City Council 3. Publish and market RFEI February 1. Responses Due 2. Stakeholder Review March 1. Showcase of Top Three Proposals for Public Comment 2. Decision Committee Recommendation 3. Consideration by HFC LDC and City Council April 1.
