CITY COUNCIL WORK SESSION
NOVEMBER 13,2018

With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:07 p.m. on Tuesday, November 13, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
M&C G-19420—changed to reflect that 35%, rather than 25%, of the business's new or retained
employees will be residents of the enterprise zone, economically disadvantaged individuals, or
veterans.
M&C L-16154 — Council will be considering the revised ordinance received at the Work
Session.
M&C G-19423 — Council received the Ordinance that amends the retirement plan. Also the
Resolution was revised to remove the automated risk sharing.
b. Upcoming and Recent Events
Council will not meet on November 20t` or November 27t`. The next meeting will be December
4th
City Hall will be closed on November 22 -23, 2018, for the Thanksgiving holiday.

Fire Chief Jim Davis announced that this is the 125th anniversary of the Fort Worth Fire
Department. He also mentioned that there were several Fort Worth fire crews going to
California to assist in battling the wildfires.
On November 15, 2018, at 10:00 am there will be a dedication of the art work "As One" at the
Bob Bolen Public Safety Complex.

Assistant City Manager Susan Alanis, provided information on M&C G-19422
(recommendations from the Botanic Garden Task Force) related to the proposed fee structure
and noted that Council would be provided with alternate motion language that would allow for
the accessibility options to be brought back to Council to approve any changes.

a. M&C L-16154 - (COUNCIL DISTRICT 7 — Dennis Shingleton) - Authorize
Joint Ordinance and Boundary Agreement with the City of Haslet to Adjust the
City Limit Boundaries between the Cities of Fort Worth and Haslet for Existing
Rights-of-Way (Continued from October 16, 2018 by Staff) Going forward.

4. Overview of Significant Zoning Cases — Dana Burghdoff, Planning and
Development Department
Ms. Dana Burghdoff, Planning and Development Department, gave a brief overview of
significant zoning cases.
5. Briefing on Tree Fund—Randle Harwood, Planning and Development Department
Mr. Randle Harwood, Planning and Development Department, reviewed the policies related to
the Tree Fund and reviewed penalty settlements from 2018. Many of the community concerns
will be addressed by the proposed program changes:
Allocate penalty revenue geographically where the violation occurred
Continue to allocate mitigation and other revenue where needed most citywide
Clarify that Tree Fund dollars may be spent for land acquisitions to preserve tree stands
Encourage replanting with native Cross Timbers species in East Fort Worth

6. Update on Stormwater Management — Greg Simmons, Transportation and Public
Works Department
Mr. Greg Simmons, Transportation and Public Works Department, addressed the
September/October Flood event and near term responses and longer term implications, Jennifer
Dyke, Transportation and Public Works discussed draft recommendations on a Local Floodplain
Policy including Local Floodplain mapping and potential high water advisory mapping;
communication; and regulations. She addressed key concerns related to property values,
impeding development and confusion among real estate professionals. The Local Floodplain
Policy will be presented to the Council for adoption in Mid-2019 after continued outreach and
feedback from interested parties.
7. City Council Requests for Future Agenda Items and/or Reports
Council Member Bivens — Bell Helicopter noise issues and briefing on the history of Randol
Mill as a project.

ROOM 290)
