Kayser, Secretary to the Board I. Call to Order With a quorum of the board members present, President Price called the meeting of the Crime Control and Prevention District Board (CCPD) of Directors to order at 5:17 p.m., on Tuesday, August 28, 2018, in the City Council Conference Room 290, Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. II. Election of Officers Motion was made by Director Shingleton and second by Director Flores nominating Betsy Price as President of the CCPD Board of Directors. Motion passed 7-0, Directors Zadeh and Bivens absent. Motion was made by Director Flores and second by Director Jordan nominating Director Shingleton as Vice President. Motion passed 7-0, Directors Zadeh and Bivens absent. IV. Approval of Minutes from Meeting May 15,2018 Motion was made by Director Jordan and seconded by Director Allen Gray to approve the minutes of the May 15, 2018, regular meeting of the Crime Control and Prevention District Board of Directors. The motion passed 7-0. Directors Zadeh and Bivens absent. V. Written Reports a. FY 2017 311 Quarter Performance Report on Activities and Finances CITY OF FORT WORTH, TEXAS CRIME CONTROL AND PREVENTION DISTRICT BOARD OF DIRECTORS AUGUST 28, 2018 Page 2 of 4 VI. Action Items A. Consideration of the FY2018 Budget Adjustments to Reallocate $1,900,000.00 in Estimated Savings In Various Initiatives for Increases of $1,700,00.00 in the Recruitment and Training Initiative and $200,000.00 in the Equipment , Technology and Infrastructure Initiative. (PUBLIC HEARING) a. Staff Report Jay Chapa, Assistant City Manager, presented the budget adjustment noting that the $1,700,000.00 in savings would be transferred to the City's General Fund to cover overages in the Police Department budget and the $200,000.00 would be reallocated to the Equipment, Technology and Infrastructure Initiative to provide funds for ramping up costs associated with City intake operations in the jail at 350 Belknap. The Mayor opened the Public Hearing. b. Citizen Comments There were no Citizen Comments. C. Action Motion was made by Director Jordan and second by Director Shingleton to close the public hearing and approve the FY 2018 Budget Adjustment. Motion passed 8-0, Director Zadeh absent. A. Consideration of the FY2018 Community Based Program Funding (PUBLIC HEARING) a. Staff Report Kristina Ashton provided the staff report on the FY 2019 Community Based Program funding. The staff recommendation is: Stop the Cycle of Violence in Fort Worth Program $83,007.65 Supporting Foster Youth through Permanency & Collaborative Family $51,675.00 The "Pearl" Program $32,000.00 FOCUS (Families Offering Children Unfailing Support) for Mothers $72,830.00 Second Opportunity for Success $10,487.35 TOTAL $250,000.00 CITY OF FORT WORTH, TEXAS CRIME CONTROL AND PREVENTION DISTRICT BOARD OF DIRECTORS AUGUST 28, 2018 Page 3 of 4 The Mayor opened the Public Hearing. b. Citizen Comments There were no citizen comments C. Action Motion was made by Director Shingleton and second by Director Bivens to close the public hearing and to approve the FY 2019 Community Based Program Funding in the amount of$250,000.00 as presented by staff. Motion passed 8-0,Director Zadeh absent. B. Consideration of the FY2019 Recommended CCPD Budget in the Amount of $82,893,917 (PUBLIC HEARING) a. Staff Report Jay Chapa, Assistant City Manager, presented the FY 2019 CCPD budget. Enhanced Enforcement $22,420,137.00 Neighborhood Crime Prevention $15,918,318.00 Partners with a Shared Mission $ 4,757,660.00 Recruitment and Training $ 1,498,650.00 Equipment, Technology and Infrastructure $29,230,494.00 CCPD Adjustments $ 450,000.00 Contribution to Fund Balance (Capital Projects) $ 8,618,658.00 TOTAL $82,893,917.00 The Mayor opened the Public Hearing. b. Citizen Comments Alonzo Aguilar addressed the board related to the CCPD tax and what the City would do if the tax was not renewed C. Action Motion was made by Director Shingleton and second by Director Flores to close the public hearing and approve the FY 2019 CCPD budget. Motion passed 7-0,Directors Moon and Bivens absent. Board Requests for Future Agenda Items and/or Reports Director Bivens requested a report on Police substations in high crime areas based on the data. Director Flores requested a report on beat assignments and what is the ideal level. IX. Adjourn With no further presentations or discussions, President Price adjourned the meeting of the Fort Worth Crime Control and Prevention Board of Directors at 5:59 p.m., on Tuesday, August 28, 2018.
