C-21391 WHEREAS, the City of Fort Worth ("City") and TranSystems Corporation Consultants ("Engineer"), made and entered into City Secretary Contract No. 32367, (the "Contract")which was authorized by the City Council on September 6, 2005 via M&C C- 20958; and WHEREAS, the Contract involves engineering services for the following project: Services Related to Texas Department of Transportation Bridge Inspections; and WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an increased scope of work and revised maximum fee for additional inspection services of City-owned bridges. NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the Contract: 1. Article I, of the Contract is amended to include the additional services specified in Attachment "A-1" attached hereto and incorporated herein. The compensation for the additional services contained in Attachment "A-1" shall not exceed $142,642.00. 2. Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of$222,542.00. 3. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. July 31,2006 Page 2 of 2 Attachment "A-1" Scope of Services Bridge Inspection and Inventory Program Services to be provided by the engineer shall include: ❖ Level `A' Inspections-Approximately 510 ❖ Level `B' Inspections-Approximately 25 ❖ Level `C' Inspections-Approximately 10 ❖ Incorporate inspections into the City of Fort Worth GIS system ❖ Prepare a 5 year Maintenance plan which utilizes the inspections to determine a program of maintenance to keep existing bridges in-service. The engineer shall prepare inspections of the structures indicated by the owner. This inspection will produce a file/ report for each structure and shall contain all information gathered during each inspection. Furthermore, basic criteria required by the Global Information System (GIS) shall be input into the computer and appropriately referenced. This will be done in the format agreed to by the owner and the engineer. The inspector shall document the status of the bridge during his inspection. This serves two primary purposes; first, the most effective repair can only be determined if proper documentation has been provided; second, when the same cause for a specific deficiency is documented repeatedly, a body of evidence becomes available to justify its elimination through a change in design. Terminology not commonly understood by non-inspection personnel should be minimized and undefined values or rating shall not be used. Deficiency descriptions shall be in enough detail to allow rates of change to be monitored over consecutive inspections. This requires liberal use of size and location, dimensions, and photographs. When a photograph is taken, an object that provides a sense of scale such as a ruler should always be included in the photograph. The essential feature of a deficiency shall be emphasized by marking arrows or dimensions directly on the photograph.The date the photograph was taken. Photograph shall always be taken in color. Color frequently adds significantly to the effective description of a deficiency. All photographs and sketches will be placed in the report addendum and appropriately referenced in the Element Notes of the main report. Level `A' Inspections (Initial Inspections)-The engineer shall perform this inspection at each structure identified by the owner. This is a limited inspection shall be only to determine the size, location and type of each structure.Recommendations for additional inspections due to structural failures,stream stability or general safety inadequacy shall also be made. A photo log shall be included with a minimum of three color photographs shall be included in the report. Level `B' Inspections - The Engineer shall perform inspection services, as described in this scope of work. These inspections shall be performed where deemed necessary by the J "4 initial inspection and approved by the owner. These inspections shall focus on the stream/channel and shall document locations of erosion, sedimentation and scour that adversely impact the flow characteristics of the channel or the stability of the embankment. Where deficiencies are documented, the actual width, length, depth etc., and location on the member should be recorded.This shall be performed and documented in a format agreed to by the engineer and the owner. A detailed scour or hydraulic analysis is not included in this work effort. Level `C' Inspections - The Engineer shall perform bridge inspection services, as described in this scope of work. These inspections shall be performed where deemed necessary by the initial inspection and approved by the owner. These inspections will look at the following components: Substructure, superstructure, and safety features. Where deficiencies are documented, the actual width, length, depth etc., and location on the member should be recorded. This shall be performed and documented in a format agreed to by the engineer and the owner. No structural analysis is included in this work effort. 5 year Maintenance Plan—The engineer shall prepare and assemble a maintenance plan that shall cover a period of not less than five years. This maintenance plan shall identify typical problems found in the bridges owned by the City of Fort Worth and effective procedures for the repair of those problems. This plan shall include in appendices the specifications for these repairs. It shall also include a list and estimate of the bridges that shall be repaired during the upcoming physical year. These shall be determined based on information provided from the inspections located in this scope of service as well as those inspected by the Fort Worth TxDOT BRINSAP section. This maintenance plan shall be prepared in phases and coordinated with City of Fort Worth personnel. The City shall approve each phase and certify complete prior to the engineer moving into the next phase. DISCUSSION: On September 6, 2005, (M&C C-20958) the City Council authorized an engineering agreement with TranSystems Corporation for engineering services related to bridge deficiencies identified by City staff and by Texas Department of Transportation (TxDOT) bridge inspections. The proposed amendment will cover specific inspection and engineering services approved by the City Council as an improvement package in the current FY2005-2006 budget. These services will meet two critical needs: (1) provide detailed inspections for all minor bridges not covered by the TxDOT inspection program, and (2) develop a five-year maintenance plan for all of the City's bridges, both major(TxDOT inspected) and minor, based upon current repair needs and a comprehensive program of preventive maintenance. TranSystems Corporation proposes to perform the additional services for $142,642.00. City staff considers this fee to be fair and reasonable for the scope of services proposed. TranSystems Corporation is in compliance with the City's MM/BE Ordinance by committing to an additional 15% M/WBE participation on the Amendment/Change Order No 1. The City's goal on this Amendment/Change Order or extra work is 15%.
