AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $100,000.00, SUBJECT TO RECEIPT OF
A GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY
AFFAIRS OF COMMUNITY SERVICES BLOCK GRANT STATE DISCRETIONARY
FUNDS FOR FEDERAL FISCAL YEAR 2011; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $100,000.00, subject to receipt of a grant from the Texas Department of
Housing and Community Affairs of Community Services Block Grant State Discretionary Funds for Federal
Fiscal Year 2011.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
ADOPTED AND EFFECTIVE: February 15, 2011
This ordinance shall take effect upon adoption.

SUBJECT:
Authorize Application for and Acceptance, if Awarded, of Community Services Block Grant State
Discretionary Funds in an Amount Up to $100,000.00 for Employment-Assistance Programs, Authorize
Execution of a Contract with the Texas Department of Housing and Community Affairs, Authorize Interfund
Loan, Waive Indirect Costs and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and, if awarded, accept a grant in an amount up to $100,000.00
in Community Services Block Grant State Discretionary Funds to provide employment assistance
programs to eligible individuals for the period July 1, 2011 through June 30, 2012;
2. Authorize the City Manager to execute a contract with the Texas Department of Housing and
Community Affairs regarding the grant;
3. Authorize anon-interest bearing interfund loan from the General Fund to the Grants Fund in the amount
of $20,000.00 for interim financing of this grant project, pending contract execution;
4. Waive indirect costs associated with administration of this grant program; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $100,000.00.
DISCUSSION:
The Texas Department of Housing and Community Affairs has notified the City that State Discretionary
Funds in the Community Services Block Grant (CSBG) Program are available to eligible entities. The
funds will be available for services provided from July 1, 2011 through June 30, 2012. The program will be
implemented through the Community Services Division of the Parks and Community Services
Department.
The intent of this funding is to support employment-related services and activities that create and sustain
economic growth in a manner that meets the short-term and long-term economic and employment needs
of individuals whose income is at or below 125 percent of the income guidelines as set by the U.S.
Department of Health and Human Services for 2010.
The program will provide a wide range of innovative employment-related services and activities tailored to
the specific needs of the community through some of the following initiatives:

- Labs providing computer training skills;
- Mini-courses/curriculums supporting area training needs;
- Housing related assistance including rent, if assistance is needed, in order to work, attend trade
school, college or a university; and
- Resources allocated for educational expenses as it relates to gainful or sustainable employment.
This program services ALL COUNCIL DISTRICTS.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
award of the grant and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund. Funds will be reimbursed by grantor after
expenditures are made. Upon execution of the grant contract, the interim interfund loan will be reimbursed
to the General Fund.
