BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OFFORT WORTH, TEXAS:
SECTION 1�
That in addition ho those amounts allocated to the various City departments for Fiscal Year 2O1O-2O11inthe
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Tax
Increment Reinvestment Zone No. 4 (Southside/Medical District TIF) section of the Special Assessment
District Fund in the amount of $6,956.00, from available funds, for the purpose of maintaining Watts Park.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by o court of competent jurisdiction, such deuision, opinion or judgment ahuU in no way
impair the remaining pmbona, aectionn, or pods of sections of this ondinanue, which said remaining
provisions shall beand remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and approphaUonn, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Accept Donation of Approximately 0.599 Acres of Parkland and Facility Improvements from Fort Worth
Southside Development District, Inc. d /b /a Fort Worth South, Inc. to be named Watts Park, Authorize the
Transfer of $6,956.00 from the General Fund to the Special Assessment District Fund, Tax Increment
Reinvestment Zone No. 4 (Southside /Medical District TIF) and Adopt Appropriation Ordinance (COUNCIL
DISTRICT 8)
RIECO- MMENDATIQN:
It is recommended that the City Council:
1. Accept the donation of approximately 0.599 acres of parkland and facility improvements from Fort
Worth Southside Development District, Inc., d /b /a Fort Worth South, Inc. to be named Watts Park;
2. Authorize the transfer of $6,956.00 from the General Fund to the Special Assessment District Fund,
Tax Increment Reinvestment Zone No. 4 (Southside /Medical District TIF) for the City's payment in -lieu of
services; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$6,956.00 in the Special Assessment District Fund, Tax Increment Reinvestment Zone No. 4
(Southside /Medical District TIF) from available funds.

The purpose of this M &C is to accept the donation of approximately 0.599 acres of parkland and facility
improvements to serve residents in the Central City and to authorize the transfer of funds for payment in
lieu of services.
A 9.399 acre tract of land being the east one -half of Block 23, Tucker's Addition, an addition to the
City of Fort Worth, intending to be all of Lots A, S and C and a portion of dock 23, and intending to
be all of Lot F, Tuckers Addition, an addition to the City of Fort north, recorded in Volume 63, Page
24, Plat Records, Tarrant County, Texas.
In addition to the donation of the land, Fort Worth Southside Development District, Inc, d/b /a Fort Worth
South, Inc. (FWSI) constructed the following facilities /amenities on the proposed parkland and the O,313
acres of existing parkland. six period -style light poles, one playground; one pavilion, five picnic tables, nine
benches, three tras h receptacles,, approximately 817 l-inear feet of trail, planted 43 trees and 40 screening

of $414,641.50. FWSI has also committed to installing at their expense, two park name signs upon
acceptance of the donation with the deed restricted park name.
FWSI has agreed to maintain the entire park site. The City will transfer to the Southside/Medical District
TIF account the annual cost to maintain the park site at the City's normal level of maintenance, estimated
to be $6,956.00. These funds will be transferred into the Southside/Medical District TIF account
annually. FWSI will maintain Wafts Park using these transferred funds plus TIF landscape/maintenance
funding, until the TIF landscape/maintenance funding has been exhausted. FWSI's maintenance
responsibilities will include all ancillary landscape/turf materials (to include litter removal) and the irrigation
system with all mechanical and electrical components and associated water, meter and tap fees. The
Parks and Community Services Department (PACSD) will be responsible for the inspection of the
playground equipment and FWSI will be responsible for repairs.
On May 27, 2008, (M&C L-14563) the City Council authorized the acquisition of 700 May Street (tax-
foreclosed property) by the PACSD for $11,992.59 in accordance with Section 34.05 of the Texas
Property Tax Code. At the time of acquisition, the property was designated for use as parkland. Since
that date, the PACSD has held the property in inventory under the place-holder moniker Leuda
Park. Upon acceptance of the subject donation, the PACSD will recognize all the parcels as one park -
Watts Park.
As a condition of the gift, the donor, Fort Worth Southside Development District, Inc. d/b/a Fort Worth
South, Inc. requests the park be named in honor of the late Dr. James M. Watts and be known by the
name Watts Park.
Dr. James M. Watts was a highly revered physician who practiced medicine in Fort Worth for thirty-four
years and served as Medical Director of Plaza Medical Center. Dr. Watts was Chairman of the Fort Worth
South Board of Directors from its inception, to the time of his passing.
In 1992, Dr. Watts collaborated with City officials to explore the feasibility of combining the resources of
the medical community with local businesses and property owners in an effort to revitalize the
neighborhoods of the Near Southside District. This collaboration was the seed for the creation of Fort
Worth Southside Development District, Inc. d/b/a Fort Worth South, Inc.
In 1994, funding was raised by the hospitals, the City, the T and other major employers which resulted in
the Strategic Plan for Revitalizing the Southside Medical District in 1995. A key component of that
strategic plan and the vision for the Near Southside was the development of vibrant public parks and
plazas that play a critical role in the development of a higher density, mixed-use, urban district.
The land donation is located south of West Cannon Avenue, north of West Leuda Street, east of May
Street and west of St. Louis Avenue.

and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Special Assessment District Fund, Tax Increment Reinvestment Zone No.
