HomeMy WebLinkAboutOrdinance 23493-12-2018Ordinance No. 23493-12-2018 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER AND SEWER CAPITAL PROJECTS FUND, FROM AVAILABLE FUNDS IN THE AMOUNT OF $370,092.00, FOR THE PURPOSE OF THE COMBINED WATER, SANITARY SEWER AND PAVING IMPROVEMENTS, CONTRACT 10 AND 11; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water and Sewer Capital Projects Fund in the amount of $370,092.00, from available funds, to provide the Combined Water, Sanitary Sewer and Paving Improvements, Contract 10 and 11. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund in the amount of $370,092.00 from available funds; and 2. Authorize execution of an Engineering Agreement with Arredondo, Zepeda & Brunz, LLC in the amount of $496,962.00 for combined Water, Sanitary Sewer and Paving Improvements for 2018 CIP Year 2, Contracts 10 and 11 project (City Project No. 101473). DISCUSSION: This Mayor and Council Communication is to authorize the preparation of plans and specifications for water and/or sanitary sewer mains and paving improvements as indicated below for 2018 CIP Year 2, Contracts 10 and 11 on the following streets: Street From ITo Scope Freddie Street JE. Thrall Street Burchill Road jWaterlPaving Little Street Avenue J. da Avenue Water/Sewer/Paving Transportation and Public Work's portion of the contract is $261,617.00. Funds for this project are included in the 2018 Bond Program. Available resources within the General Logname: 60WSP18CIPC10AND11-AZB Page 1 of 3 Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018). The Water Department's portion of the contract is $235,345.00 and will be funded from the Water and Sewer Capital Projects Fund. In addition to the contract amount, $239,931.00 (Water: $69,515.00; Sewer: $65,232.00; Paving: $105,184.00) is required for project management. The sanitary sewer component of this project is part of the Water Department's Sanitary Sewer Overflow Initiative Program. This project will have no impact on the Transportation and Public Works' annual operation budget nor on the Water Department's operating budget when completed. Design is expected to start in November 2018 and be completed by August 2019. Construction should commence in November 2019 and completed in November 2021. M/WBE OFFICE: Arredondo, Zepeda & Brunz, LLC is in compliance with the City's BDE Ordinance by committing to 16 percent SBE participation on this project. The City's SBE goal on this project is 10 percent. Additionally, Arredondo, Zepeda & Brunz, LLC is a certified M/WBE firm. The project is located in COUNCIL DISTRICT 5. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget as appropriated of the Street Improvement COs Residuals and the 2018 Bond program. In addition, upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Water and Sewer Capital Projects Fund. The Fiscal Year 2019 Water Operating Budget includes appropriations of $23,865,180.00 for the purpose of providing Pay -As -You -Go Funding for Water Capital Projects. After this transfer for Fiscal Year 2019, the balance will be $23,663,295.00. The Fiscal Year 2019 Water Operating Budget includes appropriations of $35,856,873.00 for the purpose of providing Pay -As -You -Go Funding for Sewer Capital Projects. After this transfer for Fiscal Year 2019, the balance will be $35,688,666.00.
