AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $1,052,631.58, SUBJECT TO RECEIPT
OF A GRANT FROM THE FEDERAL AVIATION ADMINISTRATION, FOR THE
PURPOSE OF FUNDING AIRFIELD PAVEMENT REHABILITATION ON RUNWAYS,
TAXIWAYS AND APRONS, RUNWAY GUARD LIGHT REHABILITATION AND
PRECISION APPROACH PATH INDICATOR REHABILITATION AT FORT WORTH
ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Airport Grants Fund in the amount of $1,052,631.58, subject to receipt of a grant from the Federal Aviation
Administration, for the purpose of funding airfield pavement rehabilitation on runways, taxiways and aprons,
runway guard light rehabilitation and precision approach path indicator rehabilitation at Fort Worth Alliance
Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize the City Manager to Apply for and Accept, if Awarded, a Grant from the Federal Aviation
Administration in the Amount Up to $1,000,000.00 to Construct Airfield Pavement Rehabilitation on
Runways, Taxiways, and Aprons, Runway Guard Light Rehabilitation, and Precision Approach Path
Indicator Rehabilitation at Fort Worth Alliance and Adopt Appropriation Ordinance Airport (COUNCIL
DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a grant from the Federal Aviation
Administration in the amount up to $1,000,000.00 to construct airfield pavement rehabilitation on runways,
taxiways and aprons, runway guard light rehabilitation and precision approach path indicator rehabilitation;
2. Authorize the use of land credits in the amount up to $52,631.58 for the City's in-kind local match of five
percent of the project cost; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Airport Grants Fund by $1,052,631.58 subject to receipt of the grant.
DISCUSSION:
Each year Fort Worth Alliance Airport is eligible to receive Airport Cargo Entitlement and Non-Primary
Airport money from the FAA. This is based on the amount of cargo activity from the previous calendar
year and discretionary dollars available in the airport improvement program. The total amount of
entitlement and non-primary airport money available to Fort Worth Alliance Airport this year is an amount
up to $1,000,000.00.
Upon receipt of a grant from the FAA, Airport Cargo Entitlement and Non-Primary Airport funds will be
used for:
1. Design and construct Airfield Pavement Rehabilitation. (Runway, Taxiways, Aprons Full and Partial
Depth Repairs);
2. Complete runway guard light rehabilitation; and
3. Complete precision approach path indicator rehabilitation.
Fort Worth Alliance Airport is located in COUNCIL DISTRICT 2.

FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the
current capital budget, as appropriated, of the Airport Grants Fund.
