CITY COUNCIL WORK SESSION

With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:05 p.m. on Tuesday, December 4, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
M&C C-28937—Council District should be 3.
ZC-18-183 —Council Member Jordan has a conflict and will abstain
The second Public Hearing for AX-18-005 will not be held as the owner has withdrawn their
annexation and zoning request.
b. Upcoming and Recent Events
None were announced.
c. Organizational Updates and Employee Recognition(s)
Kevin Gunn, Interim Finance Director, called on Tracey Walter, Purchasing, to accept a check
for $219,000.00 from JPMorgan-Chase for the Rebate Procurement Card Program. Ladette
Harris-Williams, Vice President — JPMorgan Chase Commercial Card Solutions Relationship
Manager presented the check.
Fire Chief Jim Davis recognized Captain Bobby Washington and the crew from Station 17 for
the rescue of a preschooler on November 20, 2018.

Fire Chief Jim Davis gave an overview of the Active Shooter exercise held December 2, 2018, at
the Convention Center. He recognized Maribel Martinez and Bryce Davis of Emergency
Management and their team for the successful event.
Susan Alanis, Assistant City Manager, recognized Robert Sturns and Gwen Wilson for being
recognized as Executive Advocate of the Year and Supplier Diversity Professions of the year
respectively by the Dallas/Fort Worth Minority Supplier Development Council at the 451'
Annual E-Awards. Robert Sturns recognized the Economic Development and Office of Business
Diversity staff.
Council Member Ann Zadeh recognized the Old Hemphill Drop-off Location Employees who
assisted a citizen in the retrieval of a journal that was accidentally thrown away.

1. IR 10203: Adoption of the City of Fort Worth's 2019 Federal Legislative Program
2. IR 10204: Adoption of the City of Fort Worth's 2019 State Legislative Program
3. IR 10205: Amendment to Economic Development Program Agreement with FW

2. Current Agenda Items - City Council Members
Council Member Jordan noted that he had a conflict with M&C C-28949 on the consent agenda
and would be abstaining as well as ZC-18-183.
Mayor Price noted that the donation in M&C G-19430 was not a conflict for her even though she
serves on the board of the Bike Support Group.

4. Overview of Siinificant ZoninE Cases — Dana Bur2hdoff, Planning and
Development Department
5�. Final Report of the Task Force on Race and Culture—Rosa Naveiar, Lillie Ba2gins,
Rabbi Andrew Bloom, and Bob Ray Sanders,Task Force Co-Chairs
Ms. Rosa Navejar, Ms. Lillie Baggins, Rabbi Andrew Bloom, and Mr. Bob Ray Sanders, Race
and Culture Task Force Co-Chairs, presented the final report of the Task Force on Race and
Culture. Next Steps: 1) The Council will have a Resolution on the December 11, 2018, Council
agenda to accept the findings and recommendations, and authorize the City Manager to proceed
in implement recommending strategies and actions; 2) March 2019 — Receive a report from the
City Manager on status of implementation; 3) December 2019 — Publish first annual progress
report.
6. City Council Requests for Future Agenda Items and/or Reports
Council Member Allen Gray — Payday lending task force status and Council to receive the copy
of the NLC report on Disparities in City Services.
Council Member Zadeh — Report on issues caused by Uber, Lyft and valet parkers blocking
sidewalk access.
Council Member Bivens—Hoe many Code calls are officer driven versus citizen driven and how
does code respond to citizens and adding a citizen to the forestry review process.

Mayor Price adjourned the City Council Work Session at 5:01 p. in.
