AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE AIRPORT GRANTS FUND IN THE AMOUNT OF $3,684,210.53, SUBJECT TO
RECEIPT OF A GRANT FROM THE FEDERAL AVIATION ADMINISTRATION, FOR THE
PURPOSE OF HIRING A LAND ACQUISITION CONSULTANT AND THE ACQUISITION
OF LAND AND AVIGATION EASEMENTS IN ACCORDANCE WITH PART 150 NOISE
MITIGATION PROJECT AT FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Airport Grants Fund in the amount of $3,684,210.53, subject to receipt of a grant from the Federal Aviation
Administration, for the purpose of hiring a land acquisition consultant and the acquisition of land and
avigation easements in accordance with Part 150 Noise Mitigation project at Fort Worth Alliance Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize the City Manager to Apply for and Accept, if Awarded, a Grant from the Federal Aviation
Administration in the Amount Up to $3,500,000.00 for the Hiring of a Land Acquisition Consultant and the
Acquisition of Land and Avigation Easements Around Fort Worth Alliance Airport in Accordance with the
Part 150 Noise Mitigation Plan Approved by the Federal Aviation Administration on December 6, 2010 and
Adopt Appropriation Ordinance (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council
1. Authorize the City Manager to apply for and accept, if awarded, a grant from the Federal Aviation
Administration in the amount up to $3,500,000.00 for the hiring of a land acquisition consultant and the
acquisition of land and avigation easements in accordance with the Part 150 Noise Mitigation Plan
approved by the Federal Aviation Administration on December 6, 2010 at Fort Worth Alliance Airport;
2. Authorize the use of land credits in the amount up to $184,210.53 for the City's in-kind local match of
five percent of the project cost; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Airport Grants Fund by $3,684,210.53 subject to receipt of the grant.
DISCUSSION:
Beginning in 2005, the City entered into a study referred to as a FAR Part 150 Noise Study for Fort Worth
Alliance Airport (Alliance Airport). This was an update to the 1994 Noise Compatibility Study conducted
for Alliance Airport. In culmination of the process, the FAR Part 150 Noise Study required approval of
Noise Exposure Maps and a Noise Compatibility Program.
On March 3, 2009, (M&C G-16488) the City Council authorized submission of the revised Noise Exposure
Maps for Fort Worth Alliance Airport. The Noise Exposure Maps were approved by the FAA on May 5,
2009. After that a Noise Compatibility Program was developed to mitigate the potential noise exposure.
On March 2, 2010, the City Council approved the submission of the Noise Compatibility Plan for Alliance
Airport to the FAA. On December 6, 2010 the FAA approved the Noise Compatibility Plan for Alliance
Airport and the implementation of the plan is now eligible for FAA funding.
This grant application will be the first in a series of applications for funding for the implementation of the
Noise Compatibility Program at Alliance Airport. The work is anticipated to include the acquisition of land
and avigation easements around the Alliance Airport that were identified in the Noise Compatibility
Program. The consultant agreement and land and easement acquisitions will be brought to the City

Council at future City Council meetings for approval.
This project is located in COUNCIL DISTRICT 2, Mapsco 7P.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the
current capital budget, as appropriated, of the Airport Grants Fund.
