CITY SEURARY
WHEREAS, the City of Fort Worth (CITY) and HDR Engineering, Inc. ,
(ENGINEER) made and entered into City Secretary Contract No. 50953, (the
CONTRACT) which was authorized by M&C C-28764 on the 26 day of June, 2018
in the amount of V36, 105; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
West 7th Street Design; and
WHEREAS, it has become necessary to execute Amendment No. 01 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE., CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated October 24, 2018, a
copy of which is attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by Engineer
totals $88, 748. (See Attached Funding Breakdown Sheet, Page --3-)

Article 11 of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $824,853.
3 .
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

AMMENDMENT No. 01
Scope for Engineering Related Professional Services for Street Improvements
The scope set forth herein defines the work to be performed by the ENGINEER in completing
the project. Both the CITY and ENGINEER have attempted to clearly define the work to be
performed and address the needs of the Project.
WORK TO BE PERFORMED
This scope of work is an amendment to the West 7th Street Design project for Plans,
Specifications and Estimate (PS&E) Design for West 7th Street from University Drive to the
Trinity River Bridge including: Pavement markings, sidewalks, traffic control signals, illumination,
and landscaping&irrigation (CS No. 50953 and City Project No. 101555).
This scope includes only work to be performed and assumptions to re-align Stayton Street south
of West 7th Street and signalize the Norwood Street intersection.
• Stayton Street Re-alignment, Park Entrance and Parking Lot Modifications
(Tasks 2, 3 and 4)
• Norwood Street Signalization (Tasks 2, 3, 4 and 11)
• Subsurface Utility Engineering Services (Task 7)
Survey Services (Task 10)
® Traffic Data Collection Services (Task 11)
STAYTON STREET RE-ALIGNMENT, PARK ENTRANCE and PARKING LOT
MODIFICATIONS
Task 2: Conceptual Design (30%)
• Existing typical sections of the Stayton Street along with proposed typical sections
which outline the proposed improvements. Typical sections shall include existing and
proposed ROW, existing and proposed lane widths and direction arrows, existing and
proposed curbs, sidewalks, and landscape areas.
• Conceptual plan sheets showing existing and proposed horizontal roadway
alignments, existing and proposed ROW, existing and proposed sidewalks and
driveways, proposed lane dimensions and lane arrows, existing drainage structures,
existing bicycle rack and/or bus stops to be relocated, and City owned and franchise
utilities.
• Conceptual demolition/removal plan sheets showing surface features to be removed
and trees to be protected in place.
• Conceptual parking lot revisions if warranted near Stayton Street
• Traffic Control Plan:
• Develop a traffic control plan utilizing standard traffic reroute configurations
posted as "Typicals" on the CITY's Buzzsaw website. The typical need not be
sealed individually, if included in the sealed contract documents.
• Develop supplemental traffic control drawings as needed for review and approval
by the Traffic Division of the Transportation and Public Works Department.

• Provide a written summary of the distinct phases to take place during
construction operations to include road and/or lane closures, limited access to
adjacent properties, and limited access to pedestrian and bicycle traffic.
• Utilities:
• Utility plan sheets will show SUE information.
Fire hydrants to be relocated
• Manholes to be adjusted
• Illumination Plans:
® The ENGINEER shall develop illumination removal layout plans for existing
roadway and pedestrian lighting.
e The ENGINEER shall prepare preliminary pole locations for proposed roadway
and pedestrian lighting.
• The ENGINEER shall review the existing illumination As-Builts on Stayton Street.
Task 3: Preliminary Design (60%)
• Updated existing and proposed typical section sheets.
• Updated roadway plan sheets displaying station and coordinate data for all horizontal
alignment P.C.'s, P.T.'s, P.I.'s, and sidewalk horizontal data points
• Bearings given on all proposed centerlines, or baselines.
• Preliminary roadway details to include curbs, curb expansion joints, driveways,
sidewalks, special pavers, and pavement details, and parking lot details if required.
• Grading Plan
• Storm drain manhole rim adjustments and inlet relocation/pipe extension.
• Traffic Control Plan updated to reflect any changes as a result of the conceptual
design submittal while also including all construction signage and pavement markings
which will be in accordance with the latest edition of the Texas Manual on Uniform
Traffic Control Devices.
• Utilities:
• Utility plan sheets will be updated to show irrigation connections for information
only.
• Relocation of fire hydrants
• Adjustment of manhole rim elevations if warranted
• Signing & Pavement Marking Plans:
• Provide the sign and pavement marking layouts which include existing signs to
remain & be removed, proposed signs (illustrated, numbered and size), proposed

marking (illustrated and quantified) which include pavement marking, object
markings and delineation.
• Illumination Plans:
• Prepare preliminary illumination layout, for initial review and approval by the City.
The ENGINEER shall refer to City of Fort Worth Illumination manual and other
approved manuals for design of decorative continuous lighting and pedestrian
lighting.
• The ENGINEER shall prepare circuit wiring diagrams showing the number of
luminaries on each circuit, electrical conductors, length of runs and electrical
service poles.
• The ENGINEER shall coordinate with the electric service provider for power to
illumination.
• The ENGINEER shall conduct one (1) site visit.
• The ENGINEER will review city standards and create nonstandard illumination
details as required.
Task 4. Final Design (90%) and Final Construction Documents (100%)
• Final draft construction plans (90%) and specifications shall be submitted to CITY
per the approved Project Schedule.
• Erosion control plans will be submitted at 90%.
• Following a 90% construction plan review meeting with the CITY, the ENGINEER
shall submit Final Plans (100%)to the CITY per the approved Project Schedule.
Each plan sheet shall be stamped, dated, and signed by the ENGINEER registered
in State of Texas.
• The ENGINEER shall submit a final design estimate of probable construction cost
with both the 90% and 100% design packages. This estimate shall use ONLY
standard CITY bid items unless otherwise approved by the CITY.
ASSUMPTIONS
• ENGINEER shall not proceed with Preliminary Design (60%) activities without written
approval by the CITY of the Conceptual Design (30%) Package.
• For projects where land acquisition is necessary, copies of title commitments would
need to be provided by the CITY as soon as available to determine/confirm existence of
utility easements which may require further coordination.
• New water & sewer design or upgrades are not included in this scope of work, except for
the relocation of existing fire hydrants.
• All existing roadway and pedestrian lighting poles and assemblies will be removed.
• The CITY will coordinate with vendors for lighting pole selection and bike rental
organization.

The CITY will provide CAD files in Microstation format and as-builts of existing lighting
and traffic signals. .
ENGINEER shall not proceed with Final Design activities without written approval by the
CITY of the Preliminary Design Plans.
• The CITY's front end and technical specifications will be used. The ENGINEER shall
supplement the technical specifications if needed.
• Geotechnical & pavement condition testing and pavement design are not included in this
scope of work. The existing pavement section for Stayton Street will be used for the new
paving of the realignment.
• Smart/intelligent lighting is not included in this scope of work.
• All roadway and pedestrian lighting will be LED.
• Planting plan is not included in this scope of work.
• Landscaping and Urban Design pians are not included in this scope of work.
DELIVERABLES
A. Deliverables for the Stayton Street re-alignment will follow the same format and
processes as stated in the original scope of work, and be included in the West 7th Street
deliverables.

NORWOOD STREET SIGNALIZATION
Traffic Signal Warrant Analysis will be performed to determine if a signal control is necessary for
the intersection. If warranted, preliminary plans and specifications shall be submitted to CITY
per the approved Project Schedule. The ENGINEER will develop the preliminary design of the
infrastructure as follows:
Task 2: Traffic Warrant Analysis
• The ENGINEER shall develop traffic counts at the intersection of Norwood Street and
71h Street. (Task 11)
a The ENGINEER shall refer to TMUTCD to do the traffic signal warrant analysis.
• The ENGINEER shall prepare a draft traffic signal warrant report that documents the
analysis and recommendations for review.
The ENGINEER shall prepare a final traffic signal warrant report that addresses
comments from City.
Task 2: Conceptual Design (30%)
• The ENGINEER shall refer to TxDOT and CITY traffic signal standards and other
approved standards for design of traffic and pedestrian signals for one (1) intersection
at Norwood Street and 7th street.
• The ENGINEER shall provide a preliminary layout including signal pole, pedestal
pole, signs, pull box and conduit layout for initial review and approval by the City_
• The ENGINEER shall confirm the power source for all signals and coordinate with the
appropriate utility agency.
• The ENGINEER shall develop all quantities, conduit and conductor schedules,
signing and phasing, general notes, and specifications.

SUBSURFACE UTILITY ENGINEERING SERVICES
Task 7: Subsurface Utility Engineering
ENGINEER will provide supplemental Quality Level "B" (QL"B") Subsurface Utility
Engineering (SUE) along Stayton Street in an area approximately 375 linear feet long
by 275 linear feet wide.
ASSUMPTIONS
A. Construction survey is not a part of this scope of work. Construction survey will be
provided by the contractor.
B. SUE services at Norwood Street are prodded under original scope of work.
DELIVERABLES
A. Deliverables for the SUE will follow the same format and processes as stated in the
original scope of work.

SURVEY SERVICES
Task IQ: Topographic Survey
Mobil Mapping
• Mobil Mapping Control - Establish four (4) horizontal and vertical control panel
points. Horizontal data will be established utilizing VRS GPS methodology, and
based on the Texas State Plane Coordinate System, NAD 83(2011), North Central
Zone (4202), utilizing a surface adjustment factor of 1.00012. Vertical data will be
based on a differential level loop utilizing City of Fort Worth vertical datum. For
synchronization of data to the previous project, two (2) panel points from the
previous project will also be utilized.
• Mobile Mapping Data Acquisition - Mobile Mapping data will be collected utilizing a
Leica Pegasus Two, 3D Laser Mapping (3DLM) system, which includes a Z+F
Profiler 9012 Laser Scanner collecting 1.1 million points at 200 rps. The Mobile
Mapping system uses eight digital cameras of which the frame rate is adjustable.
Six cameras are oriented on the unit every 60 degrees to provide 360 degree field
of view with one camera oriented in an upward position and one camera facing
downward towards pavement. Data is stored in a PC-based data logger. Data can
be delivered as single frame images (.jpg).
• Mobile Mapping data acquisition will take place during "off-peak" traffic hours, with
a follow vehicle to insure no other vehicular traffic interrupts the data acquisition.
No traffic control will be required for the acquisition. During the acquisition, one
GPS Base Station will be recording at a minimum of one second epochs.
• Mobil Mapping Data Processing - Once acquired, Mobile Mapping data will be
processed out from the system and converted to .las files. Mobile Mapping data
will be transferred upon review and post processing by field crew to our office for
further processing. Office staff will:
1) Extract POS data
2) Extract .las files
3) Review .las files for completeness
4) Match Strips
5) Translate all data to the required coordinate system
6) Verify Point Cloud to Control
• Mobil Mapping Feature Extraction - ENGINEER will provide TxDOT specification
1"=50' feature extraction of DTM on paved surfaces and planimetrics out to 30'
beyond each side of edge of pavement.
Supplemental Topographic/Design Surveying Services
• The approximate area of the project is 375 linear feet long by 275 linear feet wide
along Stayton Street.
• Provide supplemental topographic/design survey along the proposed route. The
survey will include locating all utility signs and markers and all visible above
ground utilities and drainage structures. The survey will also include any obscured
areas of the mobile mapping data within the project limits.

• Deliverables will include modified digital files in dgn or dwg format combining all
supplemental survey data into the previous mobile mapping data. Other
deliverables will include copies of field notes and field drawings, ASCII point file of
all points located in the survey.
ASSUMPTIONS
• No additional control other than the mobile mapping panels is included in this scope.
DELIVERABLES
A. Deliverables - Mobile Mapping data processed deliverables will meet an accuracy of
0.05' vertical @ 1 o on paved surfaces.

Task 11: Norwood Signalization Traffic Counts
• To support the Signal Traffic Warrant Analysis the ENGINEER will provide traffic
counts at the intersection of Norwood Street.
• 24-Hour turning movement counts will be collected at the intersection of Norwood
Street and West 71 Street.
