STANDARD AGREEMENT FOR PROFESSIONAL SERVICES
PIONEER TOWER REHABILITATION

COUNTY OF TARRANT
WHEREAS, The City of Fort Worth and Elements of Architecture, Inc. (Consultant)
made and entered into City Secretary Contract No. 50942 (The Contract) which was
authorized by the City Council by M&C C-28724, the 6th day of June 6, 2018, for
Pioneer Tower Rehabilitation; and
WHEREAS, further amendment is necessary to reimburse the Consultant as part of the
design services agreement for additional design services for Projection Mapping for
Public Art Infrastructure.
NOW THEREFORE, City and Consultant, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the
Contract:
1.
Article I —Scope of Services, Paragraph (3) shall be added to read as follows:
(3) Provide additional design services for the design and detailing of infrastructure
for Public Art. The cost of this additional service is $37,850.00 plus $800.00 in
reimbursable expenses. The scope of services is described more fully in
Elements of Architecture Letter dated December 4, 2018, subject: "Proposal for
Architectural/Engineering Services, Pioneer Tower Rehabilitation, Additional
Services — Projection Mapping for Public Art Infrastructure".

Article II — Compensation, first paragraph, is amended as follows:
"Consultant shall be compensated in accordance with the Fee Schedule shown
in Attachment "A". Payment shall be considered full compensation for all labor,
materials, supplies, and equipment necessary to complete the services
described in Attachment "A". However the total fee paid by the City shall not
exceed a total of $179,572.00 unless the City and the Consultant mutually agree
upon a fee amount for additional services and amend this Agreement
accordingly."

All other provisions of this Contract which are not expressly amended herein shall
remain in full force and effect.

Additional Services—Projection Mapping for Public Art Infrastructure
Dear Ronnie;
Elements is pleased to provide to you this proposal for A/E services associated with providing design to support the Public
Art planned for the Pioneer Tower at Will Rogers Memorial Center. Based on meetings, we understand the following to be
included within our proposed services:
1. Meeting with The Arts Council and review the project and anticipated infrastructure required for the project.
2. Review documents provided associated with the electrical and structural needs for the project.
3. Review existing conditions for required modifications. Coordinate this effort with WRMC personnel.
4. Provide construction documents as required and to be issued as an addendum to our base construction documents and
issue to the team for distribution.
5. Review submittals and site visits as they relate to this scope of the project. We have anticipated 3 site visits for electrical
and one site visit by structural engineer with 2 site visits for architectural specific to this work.
Exclusions and Qualifications to This Proposal:
1. Services requested in addition to those specifically outlined in this proposal will be identified and a fee proposal
provided with approval required before continuing with those services.
2. Proposals for each consultant are attached with the information included as if provided within this proposal.
3. We have assumed that no submittal to the city of building permit will be required for this part of the project and just trade
permits by the contractor.
4. As we have not verified if we have appropriate structural documents on the buildings that will be receiving the platforms,
we have included the Option 1 noted in RI-Ws proposal as well as the max anticipated for the GPR testing. Services will
be provided as required and only invoiced based on these required services.

Gentlemen:
Summit Consultants, Inc. (Summit) is pleased to offer the following proposal for the provision of
engineering services for the referenced project.
SCOPE OF SERVICES:
BASIC SERVICES
Summit will provide Electrical design engineering services for the addition of projectors for the
art display on Pioneer Tower located in Font Worth, TX. Scope is understood to be as indicated
on the Pioneer Tower Iconic Art Project document dated November, 2019 from Joshua King.
Scope includes design, layout of power and communications pathways for the projector system.
Basic Services will include the review of submittals and shop drawings for equipment and
systems designed and/or specified by Summit. Summit will perform field observations of
existing buildings, electrical systems and other existing components as required for the design.
Basic Services will include up to (3) on site meeting(s) during design, (2) site obsetvation(s)
during design, and up to (3) site observation(s) by electrical disciplines during construction.
Design phase or construction observation site visits beyond those specified in the basic scope of
services are additional services.
Job site observations shall consist of a visual observation of materials, equipment or construction
work for the purpose of ascertaining that the work is in substantial conformance with the design
intent of the contract documents. Others shall not rely upon jobsite review by the Engineer as an
acceptance of the work, nor shall it be construed to relieve the Contractor in any way from his
obligations and responsibilities under the construction contract.
In regards to the existing facility, the purposes of Summit's site observations during the design
phase are to review quantities, sizes of utilities/equipment and location of utilities/equipment.
Summit will observe utilities/equipment to the extent possible with the exclusion of destructive

testing or investigations. If existing equipment or utilities are to be re-used, Summit takes no
responsibility or liability for the condition of subject equipment and/or utilities to be reutilized.
Drawings will be prepared using AutoCAD Release 2010 or Autodesk Revit Building
Information Modeling(BIM) software.
ADDITIONAL SERVICES(IF REQUESTED)
See"Attachment C"for additional design services not included in the basic scope of services.
ELEMENTS OF ARCHITECTURE WILL:
Provide a copy of the client's agreement with the owner, known as the Prime Agreement (from
which compensation amounts may be deleted) if Summit's obligations and liabilities are affected
by the Prime Agreement.
Provide building and site base plans in Revit 2017 or higher for use by Summit in preparation of
engineering drawings.
Perform or provide all required printing of plans and specifications for design coordination,
submittal for code review,and bid packages.
Provide PDF files of all design team check sets,coordination and milestone issues.
Advise Summit of the applicable building and design standards/design criteria. This includes but
is not limited special occupancy classifications, building type and other special code related
considerations.
Provide a design schedule for the project and advise Summit of any revisions to the schedule
which may occur.
COMPENSATION FOR ENGINEERING SERVICES:
Summit Consultants will be paid for Basic Services the stipulated sum of $13,500, plus
reimbursable expenses times 1.1.
Compensation for other Additional Services will be on the basis of direct salary cost times 2.9
plus reimbursable expenses times 1.L Please see Attachment B Hourly Billing Ranges for
current total billing ranges for Summit personnel.
Statements for services will be submitted monthly and will be due upon receipt. Accounts that
are more than 45 days old will be charged interest at the rate of I%per month.
The Basic Services fee payment schedule will be based upon a monthly estimate of completion of
the work,not to exceed the following amounts at the specified phases of the project:

Reference: Evaluation of Structural Roof Loading Related to
Arts Lighting of Pioneer Tower
Will Rogers Memorial Center
Fort Worth,TX.
Dear Ms. Fulwiler:
R. L. Woods & Associates is pleased to provide this proposal to you for engineering services designed to
evaluate the structural capacity of the portions of the existing roof structures proposed to receive platform
and equipment loading to effect the proposed exterior lighting of the tower. The following conditions are
understood:
• Three of the proposed lighting platforms are to be supported on the roofs of adjacent buildings
(Coliseum entry roof, Auditorium entry roof, and Visitors Center roof). The Coliseum and
Auditorium were constructed circa 1936. The Visitors Center was constructed circa 1998.
• Record drawings sufficient evaluate the roof framing at the Visitors Center are available.
However, currently no structural drawings have been made available for the portion of the roof
receiving lighting load at the auditorium (concrete framed) and the available drawings for the
pertinent area of the Coliseum(steel framed) are illegible.
• Since the previously provided record structural drawings for the Auditorium and the Coliseum are
insufficient for our evaluation, investigation and testing of existing conditions will be required,
unless more sufficient drawings are found.
• If sufficient structural drawings are not found, we anticipated that our evaluation will require
outside testing of the auditorium roof, to include GPR scanning of the concrete joists to locate
reinforcing and chipping into one of the joists to determine reinforcing bar size.
Based on our understanding of the project, we propose the following scope of services and compensation:
I. SCOPE—DOCUMENTATION AND ANALYSIS
A. Perform site observations, measure, and document visible portions of the building structure
and compare to available Record Drawings,
B. Coordinate outside GPR scanning efforts, if required.
C. Review proposed light equipment locations and loading.
D. Analyze existing roof framing for additional imposed load from proposed lighting.
E. Report findings.
II. LIMITATION OF SCOPE
The scope of our services does not include any other services not specifically listed in the scope of
services above.
III. PROPOSAL ASSUMPTIONS:
A. We plan to perform our services between 8:00 am and 5:00 pm on weekdays.
B. Our fees do not include GPR testing fees. However, should this testing be required (due to
unavailability of sufficient record drawings),we estimate that those fees will be in the range of
$2000 to$4000, depending on available access to scan areas.
IV. COMPENSATION:
We propose to perform these services for a stipulated sums as follows:
Option 1(working with the limited drawings previously provided): $6000+GPR testing fees.
Option 2(assuming sufficient drawing available to eliminate need for site investigation): $4000.
Any non-listed additional services requested (any services not specifically listed in scope of work above)
will be billed based on hourly rates in accordance with the attached schedule for various personnel within
our firm.
This proposal is valid for projects initiated within 90 days from date of this proposal.
If you are in agreement with this proposal, please prepare a standard AIA consultant agreement based on
these terms.
