HomeMy WebLinkAboutResolution 5027-12-2018A Resolution NO. 5027-12-2018 APPROVING THE DEVELOPMENT OF A COMMUNITY CENTER IN NORTHWEST COMMUNITY PARK, AUTHORIZING ADJUSTMENT OF NEGOTIATIONS BETWEEN THE CITY OF FORT WORTH, EAGLE MOUNTAIN- SAGINAW INDEPENDENT SCHOOL DISTRICT, AND YMCA O F METROPOLITAN FORT WORTH FOR THE DEVELOPMENT AND OPERATION OF A JOINT USE FACILITY, AND DIRECTING STAFF TO CONDUCT PUBLIC OUTREACH AND SOLICIT FEEDBACK WHEREAS, on May 5, 2018, voters in the City of Fort Worth ("City") approved Proposition B of the City's 2018 Bond Program, which authorized sale of $84,180,600 in bonds for park and recreation purposes, including community centers; and WHEREAS, prior to the election, the City distributed a booklet entitled "Summary of Proposed Projects," which identified $10,000,000 as being allocated for the design and construction of a community center in northwest Fort Worth "with a goal of leveraging City funds through partnerships with other organizations, agencies, municipalities or school districts and creating expanded recreational opportunities, address expanded partnership initiatives or improve accessibility"; and WHEREAS, the City values opportunities for joint use facilities as a means of offering residents of participating local governments a greater variety of services while reducing both capital and operating costs and conserving taxpayer dollars; and WHEREAS, on September 25, 2018 the City Council approved a resolution which authorized the City Manager to negotiate all necessary agreements with Eagle Mountain -Saginaw Independent School District ("EMSISD") and the YMCA for the joint development of a community center / natatorium / YMCA facility, with a City contribution of approximately $6,000,000 in 2018 Bond Program funds and with corresponding contributions from EMISD and the YMCA (Resolution No. 4989-09-2018); and WHEREAS, the City has received ardent public input that citizens in the vicinity of Northwest Community Park desire to have a community center located in that park; and WHEREAS, the City Council finds that building a community center in Northwest Community Park is of value to the public and also that pursuing a joint use facility remains highly beneficial; and WHEREAS, the City Council seeks to have staff pursue a solution that might achieve both goals but to first obtain feedback from the public; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH THAT: U.W.0 ■_ A SECTION 1: The City Council directs the City Manager to pursue development of a Community Center in Northwest Community Park utilizing approximately $8,000,000 in 2018 Bond Program funds, subject to public comment as provided below and receipt of necessary legal approvals. SECTION 2: The City Council directs the City Manager to adjust the negotiations with EMSISD and the YMCA for the joint development of a community center / natatorium / YMCA facility to provide for a City contribution of approximately $2,000,000 in 2018 Bond Program funds, subject to public comment as provided below and receipt of necessary legal approvals. SECTION 3: The City Council directs the City Manager to conduct outreach and solicit input from the public on both the community center in Northwest Community Park and the participation in a joint facility as set forth herein.
