AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GENERAL FUND IN THE AMOUNT OF $199,953.84, AND DECREASING THE
UNAUDITED, UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE
SAME AMOUNT, FOR THE PURPOSE OF PAYING CONCHO DEVELOPMENT I, L.P.,
FOR SERVICES APPROVED BY M&C C-23527 AND PERFORMED UNDER CITY
SECRETARY CONTRACT 38618 RELATED TO THE USE OF THE POST OFFICE AS A
FUTURE CITY HALL; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
General Fund in the amount of $199,953.84, and decreasing the unaudited, unreserved, undesignated
general fund balance by the same amount, for the purpose of paying Concho Development I, L.P., for
services approved by M&C C-23527 and performed under City Secretary Contract 38618 related to the use
of the post office as a future City Hall.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Decrease the Unaudited, Unreserved, Undesignated General Fund Balance (COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council adopt the attached supplemental appropriation ordinance in the
General Fund in the amount of $199,953.84 for the payment to Concho Development I, L.P., for services
approved by M&C C-23527 and performed under City Secretary Contract No. 38618 related to the use of
the Post Office as a future City Hall and decrease the unaudited, unreserved, undesignated general
fund balance.
DISCUSSION:
The City has been in the process of evaluating options for allocating adequate space for the operation of
the City departments to serve the citizens of Fort Worth. That process resulted in a Facilities Plan which
examined the high level need for City Hall facilities. The planning effort identified a need for additional
office space for a City Hall complex. This plan identified the Downtown Post Office at 251 West Lancaster
as part of the most economical and efficient way to move towards meeting the goal of having adequate
City Hall space.
A Memorandum of Understanding (MOU) was previously executed between the United States Postal
Service CUSPS), Concho Development I, LP (Concho) and the City of Fort Worth, as approved by M&C C-
23527, and performed under City Secretary Contract No. 38618. The purpose of the MOU was for
determining the feasibility of redeveloping the Downtown Post Office property at 251 West Lancaster for
use as a City Hall facility. The MOU provided information to determine if the post office building will meet
current and future space needs. The addition of this facility would allow the City to relinquish all other
leased facilities and combine those in the current City Hall and New City Hall, or the flexibility to distribute
facilities.
The study is complete and Concho has submitted an invoice in the amount of $199,953.84 for services
completed under the MOU between Concho, the City and the USPS. If in the future the City determines
that it would like to proceed with the development of the post office as a City Hall, then this payment would
be credited to that process.
Because the City has decided not to move forward at this time with the development of the Downtown
Post Office at this time, due to economic conditions, the City Council is being asked to authorize the City
Manager to make payment to Concho Development I, L.P. in the amount of $199,953.84 for their services
as outlined in the MOU referenced above.

FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the General Fund. Upon approval, the unreserved, undesignated
fund balance of the General Fund will exceed the minimum reserve as outlined in the Financial
Management Policy Statements.
