FORT WORTH ALLIANCE AIRPORT
NON-PUBLIC FUELING PERMIT
BELL HELICOPTER/TEXTRON
This NON-PUBLIC FUELING PERMIT ("Permit") is issued by the CITY OF
FORT WORT ("Lessor") through its Aviation Department ("Department") to BELL
HELICOPTER/TEXTRON, INC., ("Permittee").
WHEREAS, Lessor is the owner of the certain real property and improvements at
Fort Worth Alliance Airport , ("Airport") located in the City of Fort Worth, Texas and
operated as a public airport; and
WHEREAS, pursuant to the terms and conditions of City Secretary Contract
(`CSC") No. 23685, styled "Fixed Base Operator Ground Lease Agreement", as approved
and amended, and upon approval granted by the City under M&C G-11553 (collectively
referred to as the "Lease"), ALLIANCE AVIATION MANAGEMENT, LTD dba as
ALLIANCE AVIATION SERVICES ("Lessee") is authorized to operate as a Fixed Base
Operator ("FBO") at the Airport where it operates a tank farm for fueling purposes in
accordance with the City's published Minimum Standard for Fixed Base Operators and
Other Airport Tenants("Minimum Standards"); and
WHEREAS, Permittee wishes to purchase fuel from Lessee at the Airport for the
purpose of fueling its company aircraft; and
WHEREAS, Lessor is willing to grant Permittee the privilege to dispense aviation
fuel at the Airport for such purposes and such privilege was authorized by the City under
M&C C-20491:
NOW, THEREFORE, in consideration of the benefits, promises and mutual
covenants contained herein, and for other good and valuable consideration, the receipt and
adequacy of which is hereby acknowledged by Lessor,this Permit is granted as follows:
1. This Permit authorizes Permittee and its employees to conduct fueling activities at the
Airport for the sole purpose of fueling its company aircraft on or adjacent to the Bell
Helicopter/Textron leased premises. Permittee may not contract with a third party or otherwise
sell aircraft fuel to other airport users. This Permit may not be assigned to any other individual or
entity without the prior written consent of the Airport Systems Director and the Fort Worth City
Council.
2. This Permit shall be in effect from the date of execution through September 30, 2010, or
until Lessee no longer has the right to dispense fuel on the Airport, whichever occurs first.
Permittee shall have two consecutive options to receive new Permits from the Department every,
five (5) years through November 30, 2020 so long as Lessee has the right to dispense fuel on the

Airport and neither Permittee nor Lessee are in default of their obligations under their respective
then-current Permit(s). Permittee shall notify Lessee and the Department not more than 180 nor
less than 90 calendar days prior to the expiration of the Permit then in effect of its desire for a
new five(5)-year Permit.
3. The parties shall adhere to Lessor's published ("Minimum Standards") for all matters
related to fueling activities on the Airport and/or any additional or replacement requirements
subsequently adopted by the Fort Worth City Council during the period in which this Permit is in
effect, except as may be waived or modified in writing by the Department.
4. The Department may revoke this Permit, either temporarily or permanently, for any
uncured violation of the Minimum Standards as it relates to fueling activities at the Airport. A
default under the Minimum Standards shall be deemed uncured if Permittee has failed to cure the
default within thirty(30) calendar days following receipt of written notice of such default by the
Department unless (i) otherwise specifically provided in the Minimum Standards, in which case
the applicable provision of the Minimum Standards shall control or (ii) Permittee ceases to
qualify to conduct fueling activities under the terms of the Minimum Standards, in which case
the Department may revoke this Permit at any time following the milestone under which
Permittee has lost such qualification.

Authorize Execution of a Non-Public Fueling Agreement with Bell Helicopter/Textron at Fort Worth
Alliance Airport
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute a non-public fueling
agreement with Bell Helicopter Textron.
DISCUSSION:
Bell Helicopter/Textron has established their marketing center and helicopter training center at Fort Worth
Alliance Airport. As part of their operations Bell Helicopter/Textron has requested that the City of Fort
Worth issue a Non-Public Fueling Agreement for the purpose of fueling company aircraft.
They have proposed to purchase fuel from Alliance Aviation Management d/b/a Alliance Aviation Services,
the approved fixed base operator, at Fort Worth Alliance Airport. The fuel will be stored in the Alliance
Aviation Services tank farm. Bell Helicopter/Textron will provide a delivery vehicle for pumping the fuel into
the aircraft.
This action is in accordance with the Department of Aviation Minimum Standards adopted by City Council
on June 16, 1992.
The permit will be issued in accordance with the City and Aviation Department policies.
This property is located in Council District 2.
