HomeMy WebLinkAboutOrdinance 19614-03-2011Ordinance No. 19614-03-2011 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $85,000.00, SUBJECT TO RECEIPT OF FUNDS FROM THE TARRANT COUNTY LOCAL WORKFORCE DEVELOPMENT BOARD, FOR THE PURPOSE OF JOINTLY OPERATING A FACILITY THAT PROVIDES LIBRARY, JOB-SEEKER AND WORKFORCE SERVICES TO TARRANT COUNTY RESIDENTS THROUGH SEPTEMBER 30, 2012; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $85,000.00, from available funds, for the purpose of jointly operating a facility that provides library, job-seeker and workforce services to Tarrant County residents through September 30, 2012. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to execute an interlocal agreement with the Tarrant County Local Workforce Development Board in an initial amount of $35,000.00 for operation of Meadowbrook Branch Library with additional emphasis on providing workforce services and materials; 2. Authorize anon-interest bearing inter-fund loan in the amount of $35,000.00 from the General Fund to the Grants Fund for interim financing to ensure continued operation of the facility; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $85,000.00 upon execution of the agreement for $35,000.00 in Fiscal Year 2011 and $50,000.00 in Fiscal Year 2012. DISCUSSION: In response to the City Council's strategic goal to strengthen the economic base, develop the future workforce and create quality job opportunities, the Fort Worth Public Library and Tarrant County Local Workforce Development Board (Workforce) have negotiated an interlocal agreement to jointly operate the Meadowbrook Branch Library as a library and a job search center. The agreement would be for an initial term of six months with one, one-year option to renew. Under the terms of the agreement, the City would continue to operate and maintain the facility as a branch library but with additional emphasis on providing workforce-related materials and services. In particular, the City would: make minor renovations to the library to facilitate the specialized use; acquire additional job- related materials for the collection at this branch; provide and maintain computers for the public and staff; provide general computer training and assistance through library staff to both job seekers as well as other library customers; and would furnish use of portions of the facility to Workforce in providing their services. M8~C C-24532 and Appropriation Ordinance No. 19401-10-2010, which were approved on October 12, 2010, provides funding from the Texas State Libraries Loan Star Libraries Grant toward the necessary renovations. The proposed contract would require the Tarrant County Local Workforce Development Board to pay the City $35,000.00 toward the costs of staffing the facility from April 1, 2011 through September 30, 2011. If Logname: 84WORKFORCELIBRARYAGREEMENT2011 Page 1 of 2 the initial operation is successful and sufficient funds are available and appropriated on both sides, the contract would be renewed for Fiscal Year 2012 and Workforce would pay the City $50,000.00 toward costs during the next fiscal year. In addition to contributing toward costs, Workforce would provide on-site staff to offer job search services, career exploration, basic computer training, and access to online resources. The payment from Workforce for the initial term will be used to cover the City's staffing costs at Meadowbrook Branch Library since funding under the current General Fund appropriation ends March 31, 2011. To ensure uninterrupted service at this branch, an interim inter-fund loan is needed to continue operations until the agreement is executed and the funds from Workforce are received. It is anticipated that the loan will be repaid within 60 days after the interlocal agreement is executed. Meadowbrook Branch Library is located in COUNCIL DISTRICT 5. FISCAL INFORMATION /CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations, receipt of payment, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund. Upon execution of the agreement, the inter-fund loan will be returned to the General Fund.
