AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE CULTURE AND TOURISM FUND IN THE AMOUNT OF $113,000.00, AND
DECREASING THE UNAUDITED, UNRESERVED, UNDESIGNATED FUND BALANCE
BY THE SAME AMOUNT, FOR THE DESIGN AND CONSTRUCTION ADMINISTRATION
SERVICES FOR THE RECREATIONAL VEHICLE LOT AT THE WILL ROGERS
MEMORIAL CENTER; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Culture and Tourism Fund in the amount of $113,000.00, and decreasing the unaudited, unreserved,
undesignated fund balance by the same amount, for the design and construction administration services for
the recreational vehicle lot at the Will Rogers Memorial Center.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Supplemental Appropriation Ordinance Increasing Appropriations in the Culture and Tourism Fund in

Tourism Fund Balance by the Same Amount and Authorize the Execution of an Engineering Agreement
in the Amount of $96,000.00 with Dunaway Associates, LP, for the Design and Construction Administration
Services for the Recreational Vehicle Lot at the Will Rogers Memorial Center (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached supplemental appropriation ordinance increasing appropriations in the Culture and
Tourism Fund by $113,000.00 and decreasing the unaudited, unreserved, undesignated Culture and
Tourism fund balance by the same amount; and
2. Authorize the execution of an engineering agreement in the amount of $96,000.00 plus $17,000.00 for
contingency, TDLR, and staff with Dunaway Associates, LP, for the design and construction administration
services for the recreational vehicle lot at the Will Rogers Memorial Center.
DISCUSSION:
The proposed project will explore the feasibility and cost for amuch-needed full-service recreational
vehicle lot for the numerous events held at the Will Rogers Memorial Center. Dunaway Associates, LP, is
involved with several projects at the Will Rogers Memorial Center and has the vast utilities, site and civil
engineering knowledge to design this project.
As the design phase reaches schematic design, at approximately one-fourth of the design cost, the project
costs may be estimated and a determination will be made to move forward with the project or suspend
design. Funding for the construction cost and construction contract award will be requested after the
construction proposals are received. The estimated design phase cost is:

Dunaway Associates, LP, is in compliance with the City's M/WBE Ordinance by committing to seven
percent M/V1/BE participation. The City's goal is seven percent M/V1/BE participation on this project.
This project is located in COUNCIL DISTRICT 7 but will serve Fort Worth residents in ALL COUNCIL
DISTRICTS.

FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendation
and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the Culture and Tourism Fund. Upon approval, the unaudited,
unreserved, undesignated fund balance of the Culture and Tourism Fund will exceed the minimum reserve
as outlined in the Financial Management Policy Statements.
