AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $92,500.00, FROM HILTON PARKING
GARAGE REVENUES, FOR THE PURPOSE OF FUNDING THE REDESIGN AND
RENOVATION OF THE MEADOWBROOK BRANCH LIBRARY; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $92,500.00, from the Hilton Parking Garage revenues, for the purpose of
funding the redesign and renovation of the Meadowbrook Branch Library.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Appropriation Ordinance Increasing Receipts and Appropriations in the Grants Fund by $92,500.00
from Available Revenues for the Redesign and Renovation of the Meadowbrook Branch Library (COUNCIL
DISTRICT 5)
RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated
receipts and appropriations in the Grants Fund by $92,500.00 from available revenues, for the redesign
and renovation of the Meadowbrook Branch Library.
DISCUSSION:
In response to the City Council's strategic goal to strengthen the economic base, develop the future
workforce and create quality job opportunities, the Fort Worth Public Library plans to operate the
Meadowbrook Branch Library with an additional emphasis on providing workforce services and
resources. The building will be redesigned and renovated to provide greater flexibility for library services,
job search services, career consultation and computer-based training.
Working with the Transportation and Public Works Department's Architectural Services Division,
renovations will include: upgrades to electrical systems and computer network infrastructure to
accommodate additional computers and online resources; repainting; asbestos abatement; replacement of
floor covering and the ceiling the grid; and construction of a meeting room that will accommodate training
and instruction. All work will be performed with either City personnel or using previously authorized
contracts. Therefore, no additional contracting authority is required. The estimated total cost for the
redesign and renovation is $108,710.00.
Funds from the Hilton Parking Garage Fund in the amount of $92,500.00 will be used for this project. The
garage was originally constructed with an Urban Development Action Grant (UDAG). These funds are
required to be used in conjunction with private and other public funds on community and economic
development projects. Additionally, previously appropriated funds from the Loan Star Libraries Grant from
the Texas State Library and Archives Commission will provide $15,210.00 and a previously appropriated
donation from the Friends of the Fort Worth Public Library, Inc. of $1,000.00 will be used toward other
expenses to refocus this branch.
The Meadowbrook Branch Library is located in COUNCIL DISTRICT 5.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
