DISCUSSION: West Fork is constructing pipelines to connect natural gas wells in Fort Worth. West Fork is requesting licenses to cross Beach Street, Sylvania Avenue, Long Avenue, Meacham Boulevard and Northern Cross Boulevard. Attached is a map showing the approximate locations of the crossings. The Department of Transportation and Public Works has reviewed West Fork's requests and has no objections. The proposed public right-of-way use agreement will give West Fork a license to use those specific public rights-of-way for the limited purpose of operating a natural gas pipeline. West Fork will pay the City a one- time license fee of $41,748 in return for this privilege. West Fork will be required to provide bonds and insurance in accordance with the City's current standard policies. Because West Fork is not a public utility, a franchise governing its operations is not required. These projects are located in COUNCIL DISTRICTS 2, 4 and 8.
