AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE HIGH MILEAGE REPLACEMENT VEHICLE PROGRAM SECTION OF THE
CRIME CONTROL AND PREVENTION DISTRICT FUND IN THE AMOUNT OF
$1,087,069.00 FROM AVAILABLE FUNDS IN THE OTHER POST EMPLOYMENT
BENEFITS SECTION OF THE SAME FUND, FOR THE PURPOSE OF FUNDING THE
PURCHASE OF 140 MARKED VEHICLES; PROVIDING FOR A SEVERABILITY
CLAUSE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the High
Mileage Replacement Vehicle Program Section of the Crime Control and Prevention District Fund in the
amount of $1,087,069.00, from available funds in the Other Post Employment Benefits (OPEB) section of
the same fund for the purpose of funding the purchase of 140 marked vehicles.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Mid-Year Budget Adjustment in the Crime Control and Prevention District Fund to Transfer
Program Savings from Other Post Employment Benefits in the Amount of $1,087,069.00 to the High
Mileage Vehicle Replacement Program to Purchase 140 Marked Vehicles and Adopt Appropriation
Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Approve a budget amendment application presented to and approved by the Crime Control and
Prevention District Board of Directors on November 16, 2010; and
2. Adopt the attached ordinance decreasing appropriations in the Crime Control and Prevention District
Fund in the amount of $1,087,069.00 from Other Post Employment Benefits and increasing appropriations
in the High Mileage Replacement Vehicle Program of the Crime Control and Prevention District Fund for
the purpose of reallocating savings to purchase 140 marked vehicles.
DISCUSSION:
The Crime Control and Prevention District Board (Board) is responsible for formally adopting the annual
Crime Control and Prevention District (CCPD) operating budget and establishing spending limits for each
program. The purpose of this Mayor and Council Communication is to present a Fiscal Year 2011 mid-
year budget adjustment for approval.
On November 16, 2010, the Crime Control and Prevention District Board of Directors held a public hearing
and voted unanimously to approve a request to amend the Fiscal Year 2011 budget by adding
$4,087,451.00 from fund balance which funds $1,961,100.00 for 50 new police recruits and $2,126,351.00
towards purchasing 140 marked vehicles. Additionally, the Board approved transferring savings as a result
of changes to the Other Post Employment Benefits (OPEB) in the amount of $1,087,069.00 to supplement
the amount needed to purchase 140 marked vehicles.
On December 7, 2010, the City Council held a public hearing and approved M&C G-17143 authorizing a
budget amendment in the amount of $4,087,451.00 from fund balance to fund $1,961,100.00 for 50 new
police recruits and $2,126,351.00 towards purchasing 140 marked vehicles.
This request is seeking City Council approval to transfer savings from OPEB to the High Mileage
Replacement Vehicle Program in the amount of $1,087,069.00 as approved by the CCPD Board on
November 16, 2010. These savings combined with the previously approved $2,126,351.00 from fund
balance will fund the purchase of 140 marked vehicles for a total of $3,213,420.00.

The Financial Management Services Director certifies that upon the approval of the above
recommendation and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Crime Control and Prevention District Fund.
