Memorandum of Understanding

North Texas High Intensity Drug Trafficking Area
PurAose:
The pmpose of this MOU is to state the mission of the North Texas HIDTA (U.S. Drug
Enforcement Administration/Dallas Police Department), Regional Intelligence Support
Center (RISC) and to set forth the organization structure and responsibilities of
participating parties.
Mission:
The group will seek to dismantle high-level drug trafficicing organizations through
intelligence and case support to investigations, identifying the movement of drugs into
and out of the North Texas area. To accomplish this, the NTHIDTA RISC initiative will
focus on the following areas:
a. Provide intelligence and case support to investigative efforts and to ultimately
identify, interdict, dismantle and disrupt major drug trafiicicing organizations and their
operations in the North Texas area. This will be accomplished by targeting and
disrupting the command and control infrastructure including drug sources of supply,
brolcers, transportation networks and distribution networks.
b. Support intelligence to identify front companies used to facilitate drug
trafficking activities or used for the disbursement of drug-related proceeds.
c. Provide event and target deconfliction services to HIDTA enforcement squads,
member agencies and federal, state and local departments/agencies in the NTHIDTA
Region.
d. Support and develop multi-agency, multi jurisdictional investigations targeting
the domestic and international cells of these trafficicing organizations.
e. Assist enforcement squads to identify trafficicing methodologies including
staging areas, routes, stash sites, methods of transportation.
£ Conduct analysis to aid investigative techniques such as pen registers, Title IIIs,
debriefing of traffickers and conspirators for information of prosecutorial or intelligence
value. Develop spin-off cases where possible.
g. Provide comprehensive case support to each HIDTA initiative.

A�encv Participation:
Each Agency will assign a narcotics officer(s) or analyst(s) to the NTHIDTA RISC on a
full time basis for a period of at least one year. Officers/analysts selected for this
assignment should be experienced investigators/analysts capable of supporting complex
investigations of major narcotics trafficking organizations. These officers/analysts should
be capable of working a normal administrative schedule with some variable hours when
directed by initiative supervisors. Each participating Agency will assign officers who
meet the required State and Local certifications such as the Texas Commission on Law
Enforcement Officers Standards and Education (TCLEOSE). In addition, each
participating Agency will equip each of their officers to carty out their mission. The
participation level is as follows:
Texas Guard Counter-Drug Initiative - one or more analyst(s)/case support staff
Fort Worth Police Department - one or more officer(s)/detective(s) or analyst(s)
Tanant County Sheriff's Office- one lieutenant and one or more
officer(s)/detective(s) or analyst(s)
Dallas Police Department- one lieutenant/RISC Co-Program Manager
NTHIDTA- one or more HIDTA analytical and support staff
DEA- one group supervisor and one or more analyst(s)
Texas Department of Public Safety- one or more analyst(s)
Irving Police Department- after hours event deconfliction service which is equivalent
to one officer/detective
Or�anizational Structure:
This Initiative will operate under the authority of the Executive Board and will comply
with all NTHIDTA administrative and financial requirements, as specified by the
NTHIDTA Director, to include, but not limited to, participation in the preparation of an
Annual Threat Assessment; Initiative and Budget, and Annual Report; preparation of
periodic budget and expenditures reports; preparation of periodic case summaries and
statistical accomplishment reports; and others.
Supervision and Personnel:
Supervision of this Initiative will be provided by the U.S. Drug Enforcement
Administration and the Dallas Police Department through the assignment of Group
Supervisors. These Supervisors will be required to coordinate case support and
intelligence activity with the NTHIDTA Enforcement Initiatives/Squads.
Personnel assigned to the Initiative may be deputized as a Task Force Officer of the
Department of Justice under 21 United States Code 878, and may be required to undergo
a bacicground investigation foi• a security clearance, if required by Agency regulations or
HIDTA policy.

Funding:
Subject to availability of annually appropriated funds by the Office of National Drug
Control Policy, funds for payment of personnel expenses (except salaries) and equipment
will be provided to support the assignment of personnel to this Initiative. This support
may include full or partial payment for office space, office equipment and supplies, travel
and training funds, overtime costs, cellular telephones, pagers, gasoline or mileage,
database access and line fees, and other items. Each Initiative will establish a budget for
those specific expenses to be covered each year.
Expenditures:
All expenditures by participating members must comply with the financial guidelines of
NTHIDTA and of Navano County Sheriffls Office, as the funding agent for NTHIDTA.
Overtime:
Subject to availability, reimbursement of overtime costs will be at the gross hourly rate of
the state/local officer, up to a maximum annual (calendar) amount established by the
NTHIDTA Executive Board.
HIDTA will, subject to availability of funds, reimburse the participating Agency for
overtime payments made by the parent Agency of the officer assigned to the HIDTA
Initiative for overtime, up to a sum equivalent to 25 percent of the salary of a GS-12, Step
1 level pay scale in the General Schedule ("Rest of US").
Overtime must be approved by the Initiative Supervisor and is earned after completirig an
eight-hour work day or forty hour work-week (departmental determination) at the
NTHIDTA. Overtime paid to any state/local officer through OCDETF funds will be
counted toward the above annual maximum, along with HIDTA funds.
Pro e
All RISC HIDTA property, acquired by funding provided by the Office of National Drug
Control Policy, will be utilized for the direct support of HIDTA drug enforcement
operations and will be maintained and safeguarded under the same requirements as DEA
owned property. RISC HIDTA property will be included in the NTHIDTA inventory
control system and must be made available for periodic inventory when requested. All
RISC HIDTA property assigned or loaned to RISC participating members will be
returned to the RISC supervisor on termination of that member's participation in the
RISC. All RISC HIDTA property will be returned to the NTHIDTA Director if the RISC
terminates its participation in the NTHIDTA.
Properry lost, damaged or destroyed which was utilized by the RISC in connection with
authorized investigations and/or operations, and is in the custody and control and used at

the direction of the RISC, will be the financial responsibility of the agency supplying said
property, if so determined by NTHIDTA Director.
Target Selection:
The objective of NTHIDTA is to concentrate on the most significant drug trafficking
organizations which impact this region. All investigations are pursued with the
expectation of identifying the most significant targets. Target selection will be consistent
with an intelligence-based approach to accomplish this objective. The Initiative
Supervisor will notify the Executive Board, through the Operations Manager, of all
support/investigations initiated and will make periodic reports as required, of
investigative progress and accomplishments. The RISC will assist the Initiatives in target
selection and will coordinate the collection and sharing of information among all
NTHIDTA Initiatives.
Sharin� of Forfeited Assets:
Sharing of forfeited assets will be accomplished through a Memorandum of Agreement,
which is attached.
Press Policy:
The Initiative Supervisor will clear all press releases through the United States Attorney,
Northern District of Texas or United States Attorney, Eastern District of Texas or the
State District Attorney as appropriate, for all investigative matters under prosecution and
will advise the NTHIDTA Director and Operations Manager prior to release of any
information.
Dru� and Alcohol Policy:
All personnel assigned to the NTHIDTA hold positions of public trust and public safety;
therefore, all North Texas HIDTA personnel are expected to maintain an alcohol and drug
free work environment to protect the health and safety of the public and other personnel
assigned at NTHIDTA. All assigned personnel are governed by the hiring requirements
and drug testing policies of their respective agencies. Suspicion of alcohol or drug abuse
will be referred to the employee's agency for further investigation.
Conclusion:
The term of this MOU shall be one year from the date of signature by authorized
representatives of all participating agencies. Thereafter, this agreement shall be renewed
annually. This agreement may be terminated by any pai-ty upon 30 days advance written
notice.

Identifying the Movement of Drugs Into and Out of the North Texas Area
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute a Memorandum of Agreement with the North Texas High
Intensity Drug Trafficking Area, (NTHIDTA) Regional Intelligence Support Center, (RISC) to provide
intelligence and case support to investigative efforts targeting major drug trafficking organizations; and
2. Authorize the agreement to begin upon execution by all participants and remain in force unless explicitly
terminated, in writing, by either party.
DISCUSSION:
The City of Fort Worth has been an active participant in the Drug Enforcement Administration High Intensity
Drug Trafficking Area since 1999. The mission of the organization is to reduce the volume of narcotics and
controlled substances being trafficked into and distributed from the North Texas Regional Intelligence
Support Center (NTHIDTA) area of responsibility through aggressive detection, interdiction, enforcement
and prosecution of those individuals and enterprises engaged in such illegal activities. In particular, the
task force focuses on major drug trafficking organizations.
The NTHIDTA Regional Intelligence Support Center seeks to dismantle high-level drug trafficking
organizations through intelligence and comprehensive case support to investigations and HIDTA initiatives,
identifying the movement of drugs into and out of the North Texas area. The Fort Worth Police Department
will assign one or more officer(s)/detective(s) or analyst(s) from existing resources. Subject to availability,
reimbursement of overtime costs will be at the gross hourly rate of the officer, up to a maximum annual
amount established by the NTHIDTA Executive Board.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that the Police Department will be responsible for the collection of revenues
under this agreement.
