AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $1,528,555.00, SUBJECT TO RECEIPT
OF A GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY
AFFAIRS, FOR THE PURPOSE OF FUNDING THE WEATHERIZATION ASSISTANCE
PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $1,528,555.00, subject to receipt of a grant from the Texas Department of
Housing and Community Affairs, for the purpose of funding the Weatherization Assistance Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Approve Acceptance of Weatherization Assistance Program Grant Funds in an Amount Not to Exceed
$1,528,555.00 from the Texas Department of Housing and Community Affairs, Authorize Related
Contracts, Authorize Waiver of Indirect Costs and an Interfund Loan and Adopt Appropriation Ordinance
(ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Accept Weatherization Assistance Program Grant funds in an amount not to exceed $1,528,555.00
and authorize the City Manager or his designee to execute two contracts with the Texas Department of
Housing and Community Affairs for Program Year April 1, 2011 through March 31, 2012 as follows:
Department of Energy $ 321,042,00
Low Income Housing Energy Assistance Program $1,207,513.00
Total $1,528,555.00
2. Authorize the City Manager or his designee to amend, extend or renew the contracts in accordance
with City policies and regulations upon mutual agreement with the Texas Department of Housing and
Community Affairs;
3. Authorize a waiver by the City of indirect costs;
4. Authorize anon-interest bearing interfund loan from the General Fund to the Grants Fund in the
amount of $400,000.00 for interim financing of this grant project pending contract execution; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $1,528,555.00 subject to receipt of the grants.
DISCUSSION:
The City has operated the Weatherization Assistance Program (WAP) funded by grants from the Texas
Department of Housing and Community Affairs since 1982. This program serves low-income residents in
Tarrant County by weatherizing their houses. Weatherization measures include attic insulation, weather-
stripping, caulking, repair and/or replacement of windows and doors and other minor repairs. This grant
provides the funds to continue to perform these services. A waiver by the City of indirect costs wilt
maximize program benefits. Under the current grant, the City has weatherized approximately 200 houses
in Tarrant County.

Administrative costs are restricted to ten percent of the Department of Energy (DOE) grant and seven
percent of the Low Income Housing Energy Assistance Program (LIHEAP) grant based on the total
allowable expenditures for the WAP. Housing and Economic Development Department staff will target 300
houses in Fort Worth and Tarrant County, 200 under the LIHEAP grant and 100 under the DOE grant.
Contractors will not be paid until the work is inspected by Housing and Economic Development
Department inspectors.
Staff recommends a non interest bearing interfund loan from General Fund in the amount of $400,000.00
in order to provide for a smooth transition from one grant funding program to the next. In addition, staff
recommends the City waive indirect costs in order to meet contract obligations and program goals.
The program is available in ALL COUNCIL DISTRICTS.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund. Upon execution of the grant contract, interim funding will be
returned to the General Fund.
