AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $14,000.00, SUBJECT TO RECEIPT OF A
GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE
PURPOSE OF FUNDING THE CLICK IT OR TICKET SELECTIVE TRAFFIC
ENFORCMENT PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $14,000.00, subject to receipt of a grant from the Texas Department of
Transportation for the purpose of funding the Click It or Ticket Selective Traffic Enforcement Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ratify the Application for and Authorize Acceptance of Grant funds in the Amount of $14,000.00 from the
Texas Department of Transportation for the Click It or Ticket Selective Traffic Enforcement Program,
Authorize the Execution of a Related Contract with the Texas Department of Transportation and Adopt
Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for grant funding in the amount of $14,000.00 from the Texas Department of
Transportation to operate the Click It or Ticket Selective Traffic Enforcement Program;
2. Authorize the City Manager to accept, if awarded, the grant funds from the Texas Department of
Transportation;
3. Authorize the City Manager to execute a contract with the Texas Department of Transportation to
operate one enforcement period under the Click It or Ticket Selective Traffic Enforcement Program; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $14,000.00 upon receipt of grant.
DISCUSSION:
The Fort Worth Police Department has been using grant funds under the Texas Department of
Transportation (TxDOT) Click It or Ticket Campaign over the past several years to provide increased
enforcement of safety belt usage during atwo-week period centered around Memorial Day. In Fiscal Year
2011, there will be one enforcement period spanning parts of May and June. The enforcement will be
supported by public information and education efforts as well.
For Fiscal Year 2011, the $14,000.00 in grant funds will cover Police Officer overtime salaries and
associated fringe benefits for approximately 195 enforcement hours. Additionally, 32 hours of overtime
salary and fringe benefits have been budgeted for administrative and clerical duties with the program's
reporting requirements. No local match is required under this grant.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund.
