HomeMy WebLinkAboutOrdinance 19726-06-2011Ordinance No. 19726-06-2011 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GOLF CAPITAL PROJECTS FUND IN THE AMOUNT OF $150,000.00, SUBJECT TO RECEIPT OF A DONATION FROM THE WADSWORTH GOLF CHARITIES FOUNDATION, FOR THE PURPOSE OF FUNDING CONSTRUCTION OF THE SHORT COURSE AT ROCKWOOD GOLF COURSE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Golf Capital Projects Fund in the amount of $150,000.00, subject to receipt of a donation from the Wadsworth Golf Charities Foundation for the purpose of funding construction of the short course at Rockwood Golf Course. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to accept a monetary donation of $150,000.00 from Wadsworth Golf Charities Foundation for construction of the short course at Rockwood Golf Course; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Golf Capital Projects Fund by $150,000.00 subject to receipt of the donation. DISCUSSION: The purpose of the M&C is to accept a monetary donation in the amount of $150,000.00 from Wadsworth Golf Charities Foundation for use toward the construction of the short course at Rockwood Golf Course. The short course is featured in the Rockwood Golf Course Master Plan, which was endorsed by the Parks and Community Services Advisory Board on October 28, 2009 and is addressed in the City's agreement with The First Tee of Fort Worth. The construction of the short course, located on the site of the old Trinity Nine course, will commence at the end of 2011 or beginning of 2012. The course will have an innovative flexible design that will allow golfers to play a six or three hole course, depending on how the course is set up by staff for the day. The short course addresses two of the major issues in retaining golfers in the game today-accessibility and time. The short course offers easy access for beginners or the opportunity for a quick game for more experienced players facing time constraints. The course will be constructed in cooperation with Wadsworth Golf Charities Foundation, which began an initiative entitled "Links Across America" to address the issue of the significant amount of time it takes golfers to complete a round of golf. The Foundation concluded that the future of golf could be greatly enhanced by designing a shorter course that requires less time to complete play. Prior to learning of the initiative, City staff was already working toward implementing a short course to make use of the former Trinity Nine portion of Rockwood, expand marketing opportunities by offering a greater variety of play, and provide participants in The First Tee of Fort Worth junior golf program (which is in the process of constructing its new facility at Rockwood) with the opportunity to get a greater breadth of experience. When staff learned of the "Links Across America" initiative, it contacted the Foundation, which agreed that the new short course meets the goals of the Foundation's initiative and offered to donate $150,000.00 toward its construction. Logname: 80ROCKWOODGCDONATION Page 1 of 2 The total cost of constructing the short course will be paid for by combining the $150,000.00 donation from the Foundation with $382,204.88 in revenue generated from pipeline license agreements and mitigation fees at Rockwood Golf Course (M&C L-14435, December 11, 2007; M&C L-14825, August 25, 2009; M&C L-14928, February 9, 2010). In connection with the construction, a portion of the previously appropriated funds will be used for the dredging of the existing irrigation lake and installation of a new irrigation pump station, which will serve both the short course and the championship 18-hole course. The Foundation's $150,000.00 donation will be received in four installments as follows: This project is located in COUNCIL DISTRICT 2 and will serve Fort Worth residents in ALL COUNCIL DISTRICTS. FISCAL INFORMATION /CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Golf Capital Projects Fund.
