AN ORDINANCE CHANGING THE NAME OF CARSWELL ACCESS
ROAD FROM MEANDERING ROAD TO MILITARY PARKWAY TO
"LTjg BARNETT ROAD"; MAKING THIS ORDINANCE
CUMULATIVE OF ALL OTHER ORDINANCES AFFECTING
STREET NAMES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS;
SECTION 1.
That the name of Carswell Access Road from its intersection with Meandering Road
to Military Parkway; as more specifically described in Exhibit "A" attached hereto and
incorporated herein by reference, be and the same is hereby changed to "LTjg Barnett Road".
SECTION 2.
That this ordinance shall be cumulative of all other ordinances affecting the names of
streets in the city of Fort Worth except insofar as it may be in conflict with the provisions of
those ordinances, in which instance they are expressly repealed.
SECTION 3.
That this ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council adopt an ordinance changing the name of Carswell Access Road
to Lt. M D Barnett Road.
DISCUSSION:
On April 12, 2011, the City Council approved a Council Proposal to change the name of the Carswell
Access Road to honor the accomplishments of Lieutenant M D Barnett, Jr.
The President of the United States awarded the Navy Cross to Lieutenant, Junior Grade, Marshall David
Barnett, Jr. as a result of his heroic efforts while serving in the United States Naval Reserve. Lt. Barnett
was a pilot of a carrier-based Navy Scout Dive Bomber in action against enemy Japanese forces in the
Sibuyan Sea. During the Air Battle of Leyte Gulf on October 24, 1944, with his plane badly damaged by a
burst of hostile fire in the execution of his mission, he continued his same daring tactics and released his
bomb load at perilously low altitude to score a direct hit on the enemy ship. His conduct throughout this
action reflects great credit upon himself and was in keeping with the highest traditions of the United States
Naval Reserve.
A map of the area is attached as Exhibit A.
The Fire Department does not object this street name request.
The Transportation and Public Works Department states that the cost for changing and installing new
street name signs will be $612.50.
The extent of the name change will affect the road between its intersection with Meandering Road and
Military Parkway.
Notice to affected property owners along both sides of the street being changed was mailed on May 13,
2011. A copy of the notice is attached as Exhibit B.
For public safety reasons, once the City Council officially changes the street name to Lt. M D Barnett
Road, new street name signs will need to be installed to reflect the appropriate name.
This street is located in COUNCIL DISTRICT 7.

Proposed Street Name Change for Carswell Access Road to Lt. M D Barnett Road
In recognition of the important role that the Naval Air Station Fort Worth Joint Reserve Base plays
in the history of Fort Worth and the role the base plays in our community, it is proposed to change
the name of the Carswell Access Road to Lt. M D Barnett Road.
A public hearing to hear comments on this proposed street name change will occur at the date and
time indicated below:
Tuesday, June 7, 2011 at 7 pm in the City Council Chamber on the 2nd Floor, 1000 Throckmorton
Street
If the proposal is adopted, the existing Carswell Access Road between Meandering Road and Military
Parkway will be changed to Lt. M D Barnett Road. A map exhibit is attached, showing the limits of
the proposed street name change.
This notice is intended to notify adjacent property owners of the scheduled hearing. If this street
name change is approved, property owners with addresses on the existing Carswell Access Road will
be responsible for informing their personal and business contacts of the new street address. You
will be notified of an effective date of your address change.
