SUBJECT:
Adopt Supplemental Appropriation Ordinances Increasing Appropriations in the Storm Water Utility Fund in
the Amount of $95,181.00 and Decreasing the Unaudited, Unreserved, Undesignated Storm Water
Utility Fund Balance by the Same Amount and Authorize the Purchase of a Track-Type Tractor from
HOLT TEXAS, LTD., d/b/a HOLT CAT, Using a Texas Association of School Boards Cooperative Contract,
for the Transportation and Public Works Department for a Total Amount of $95,181.00
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached supplemental appropriation ordinance increasing the estimated receipts and
appropriations by $95,181.00 in the Storm Water Utility Fund and decreasing the unaudited, unreserved,
undesignated fund balance by the same amount; and
2. Authorize the purchase of a Track-Type Tractor from HOLT TEXAS, LTD. d/b/a HOLT CAT, using the
Texas Association of School Boards Cooperative Contract No. 345-10, for the Transportation and Public
Works Department for a total amount of $95,181.00, with payment due 30 days from receipt of invoice.
DISCUSSION:
The Transportation and Public Works Department will use this equipment to maintain storm water
drainage channels throughout the City. The design and size of this track-type tractor provides the unique
capability of working in the restricted space of the drainage channels. This unit is an addition to the City's
fleet and allows the City to increase specialized channel maintenance.
This equipment meets required specifications and is expected to operate satisfactorily during its service
life. Warranty information, manufacturer's statement of origin, and original sales invoices will accompany
the equipment upon delivery to the Southside Service Center at 4100 Columbus Trail.
PRICE ANALYSIS -The City does not have a purchasing history for this type and size of equipment. The
prices were obtained using TASB Contract No. 345-10. The bid price is discounted 16 percent off the
Manufacturers Suggested List Price (MSLP). Staff has reviewed the pricing and found it to be fair and
reasonable.
COOPERATIVE PURCHASE -State law provides that a local government purchasing an item under a
cooperative purchasing agreement satisfies state laws requiring that the local government seek
competitive bids for purchase of the item. TASB contracts have been competitively bid to increase and
simplify the purchasing power of local government entities across the State of Texas.
M/WBE - A waiver of the goal for M/WBE subcontracting requirements was requested by the Purchasing

Division and approved by the M/WBE Office because the purchase of goods or services is from sources
where subcontracting or supplier opportunities are negligible.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval, of the above recommendations
and adoption of the supplemental appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Storm Water Utility Fund.
