WHEREAS, the City of Fort Worth ("City") and Wilbur Smith Associates ("Engineer") made
and entered into City Secretary Contract No. 31916 (the "Contract"), which was approved by the
City Council on May 17, 2005 (M&C G20733);
WHEREAS, the Contract involves engineering services for the following project:
City of Fort Worth Mobility and Air Quality Plan - Phase II
WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract for
the engineering services for the City of Fort Worth Mobility and Air Quality Plan - Phase II;
NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized
representatives, enter into the following agreement that amends the Contract:
1.
Article I, of the Contract is amended to include the additional engineering services specified
in M&C C-21919, adopted by the City Council on the 9th day of January 2007 and attached hereto
and incorporated herein. The cost to City for the additional services to be performed by Engineer
total $90,000.

Article II of the Contract is amended to provide for an increase in the maximum fee to be
paid to Engineer for all work and services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not exceed the sum of $760,000.
3.
All other provisions of the Contract which are not expressly amended herein shal� remain
in full force and effect.

Authorize Amendment No. 1 to the Engineering Agreement with Wilbur Smith Associates to Conduct
Phase II of the Mobility and Air Quality Plan for the City of Fort Worth and Adopt Appropriation
Ordinances

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Assessments Fund in the amount of $100,000 from available funds;
2. Authorize the transfer of $100,000 from the Special Assessments Fund to the Critical Capital Projects
Fund for the purpose of addressing capital needs;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Critical Capital Projects Fund in the amount of $100,000 from available funds; and
4. Authorize the City Manager to execute Amendment No. 1 to the Engineering Agreement with Wilbur
Smith Associates in the amount of $100,000 in order to add four study corridors to the original Agreement
as directed by City Council at the August 15, 2006 Pre-Council meeting for a total cost of $770,000.
DISCUSSION:
The City Council approved the award of a contract in the amount of $670,000.00 with Wilbur Smith
Associates on May 17, 2005 (M&C C-20733) to conduct Phase II of the Mobility and Air Quality (MAQ)
Plan. Phase II of the MAQ Plan will identify, analyze, and recommend transportation alternatives, and
programs for improving mobility and air quality for the City of Fort Worth.
Improving mobility and air quality was adopted as one of the City Council's Seven Strategic goals for 2003-
2007. City Council has received two technical briefings on the MAQ Plan. The first briefing was on
February 14, 2006 when the Guiding Principles were presented and endorsed by Council. The second
briefing was held on August 15, 2006, when the proposed corridors slated for further analysis were
presented. Ten corridors were initially recommended by staff for advancement to the next phase of the
project, however, City Council directed staff to add two additional east-west corridors. As a result, this M&C
is a request for $100,000 to cover these new corridors as the original work scope only included a total of
eight. The following is a list of the twelve corridors selected for further analysis:
1) West/Southwest Fort Worth;
2) Cotton Belt SW;
3) South Fort Worth;

5) East Fort Worth;
6) Cotton Belt NE;
7) North I-35W;
8) North Fort Worth;
9) Northwest Fort Worth;
10) Central Core;
11) Alliance-DFW;
12) South Tarrant;
With the identification of corridors complete, staff has turned their attention to developing the range of
transportation alternatives that will be modeled and evaluated utilizing the guiding principles previously
endorsed by City Council. Upon completion of the evaluation process, the best package of transportation
alternatives will be identified and then prioritized in terms of reducing critical congestion, enhancing transit,
and improving air quality.
The types of alternatives to be examined include:
1) Roadway Improvements (i.e., arterials, HOV/managed lanes, freeways/tollways);
2) Transit Improvements (Rail and Bus);
3) Land Use Alternative (Alternative distribution of population & employment demographics focused on
rail lines and infill development areas);
4) Operational Improvements (e.g. Intelligent Transportation Systems (ITS) and traffic signalization
improvements);
5) Non-motorized Improvements (e.g. pedestrian and bicycle improvements);
6) Transportation Demand Management (TDM) Improvements (e.g. ride sharing, vanpooling);
The next steps in the Mobility and Air Quality Planning process will be:
1) Nove_mber 2006 to March 2007 — Evaluate each of the alternatives in terms of performance relative to
the Guiding Principles and perForm a corridor-level analysis to measure "before and after" effects of
transportation alternatives;
2) April 2007 - Public Meeting on evaluation results and obtain feedback on what preferred plan should
be;
3) May/June 2007 — Presentation to Council including evaluation results, public comments, and staff
recommendations. Feedback from Council will be used to assemble preferred plan of transportation
projects and policies including identification of priority projects;
4) June 2007 - Prepare a preliminary implementation and financial plan for the preferred plan;
5) July 2007 - Public Meeting to establish/confirm project priorities;
6) August 2007 - Council consideration of preliminary implementation and financial plan and adoption of
Mobility and Air Quality Plan;
Wilbur Smith Associates is in compliance with the City's M/WBE Ordinance by committing to an additional
14 percent M/WBE participation on this amendment. The City's goal on this Amendment No. 1 is 14
percent.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of
the Critical Capital Projects fund.
