DISCUSSION:
The City of Fort Worth, in a collaborative effort with the SafeHaven of Tarrant County, is requesting funds
to implement a multi-approach plan designed to provide additional personnel to hold offenders accountable
for their actions through investigation, arrest and prosecution of domestic violence offenders.
The City of Fort Worth will use OVW grant funding to hire three additional officers in the Police Department
Fugitive Unit. These officers will immediately follow-up and enforce Emergency Protect Orders
(EPOs). Grant funds of $414,960 are budgeted for three officers salaries, $109,964 for fringe benefits and
$57,500 for necessary overtime during the 24 month grant period. Also $1,960 is budgeted for additional
computer equipment to be utilized by these grant funded officers and $10,536 in travel for OVW grant
required training.
In 2006, 1,245 EPOs were issued. Under this funding, officers will visit the victim's residence to verify that
the offender has not returned, and if so, make an immediate arrest. In addition, these officers will serve
arrest warrants for penal violations as a result of domestic violence.
Under the OVW grant funding, Safe Haven of Tarrant County will hire a bilingual attorney with immigration
experience to deal with an increasing number of Spanish speaking clients and many with immigration
issues. A total of $155,080 will be available to SafeHaven of Tarrant County for the bilingual attorney's
salary and additional operating expenses during the 24 month grant period.
