FM 156 Relocation PS&E(Bridge Design and Re-packaging from Haslet to
Intermodal Parkway.)
The work to be performed by LOPEZGARCIA GROUP (hereinafter referred to as "the
Engineer") under this contract consists of providing Engineering services required for the
redesign of Henrietta Bridge along with the repackaging of the south section design from Haslet
to Intermodal. It has been split up into two tasks, Task A is the bridge re-design and Task B is
the repackaging of the plans from north of Haslet to Intermodal.
A. Bridge Re-design
PS&E Development update
1. Roadway Design update
1.1. Update Schematic
1.1.1. The Engineer, in cooperation with the GEC and TxDOT Fort Worth District, shall
update the schematic layout in accordance with TxDOT policy. The update will
include the future bridge over the BNS&F RR connector track.
1.1.2. Beginning with the design schematic, the Engineer shall refine the plan and
profile to secure adequate ties to intersecting roadways and driveways. The
Engineer shall address State comments and update the construction cost estimate.
1.1.3. Design cross sections will be developed by the Engineer at 100' station intervals
using Geopak design software from station 43+00 to station 75+75. The design
cross sections shall include the following elements: each pavement layer and
required undercut, right of way limits, side slopes, pavement cross slopes, curbs
and sidewalk retaining walls. These design sections will be incorporated into with
the final design sections previously approved.
1.2. Finalize Earthwork Cross Sections
1.2.1. The Engineer shall update the earthwork cross sections to reflect the rerun
sections and the sections previous approved final design elements. Cross sections
will be developed for the ultimate section for determining right of way
requirements. In addition, cross-sections for the initial construction of the two
lanes of the ultimate four-lane section will be developed.
1.3. Roadway Design (General)
1.3.1. The Engineer will update the plan and profile drawings using Microstation V7
standards as required by the State for the construction of two lanes of the ultimate
four-lane section. The update will only be required at FM 156 and the future
connector track.
• Calculated profile grade for FM 156. Vertical curve data, including "K" values
shall be shown.
• Existing and proposed profiles along the proposed centerline of the FM 156 and
the outside gutter of the northbound roadway. - - ,

1.4.1. The Engineer shall prepare Roadway Summary CADD sheets.
1.5. Horizontal Alignment Data Sheets
1.5.1. The Engineer shall prepare Horizontal Alignment Data CADD sheets.
1.6. Paving Layout
1.6.1. The Engineer shall prepare overall paving layout CADD sheets depicting
pavement type and location of use.
1.7. Demolition Plans (1"=100')
1.7.1. The Engineer shall prepare CADD sheets depicting roadway removal items if any
, addifional are required as part of the update.
1.8. Roadway Plan/Profile
1.8.1. Using the approved schematic as the base drawing, the Engineer shall prepare
plan & profile sheets at 1"=100' scale. (11"xl7" plan sheets)
1.9. Cut/Fill Quantities
1.9.1. The Engineer shall develop an earthwork analysis to determine cut and fill
quantities and provide final design cross sections at 100 feet intervals for the
construction of two lanes of the ultimate four-lane section .of FM 156. Cross
sections shall be delivered in standard GEOPAK format on 11"xl7" sheets and
electronic files. The Engin�er shall provide all criteria and input files used to
generate the design cross sections. Cross sections and quantities shall consider
existing pavement removals.
1.10. Roadway Miscellaneous Quantities/Details
1.10.1. The Engineer shall identify and calculate miscellaneous roadway items.
1.11. Summary of Roadway Quantities
l.l l.l. The Engineer shall compute and tabulate all roadway quantities using TxDOT bid
items for three submittals.

1.14. Typical Sections.
1.14.1. The Engineer shall develop typical sections for all proposed and existing
roadways and structures. Typical sections shall include width of travel lanes,
shoulders, median widths, border widths, curb offsets, and ROW. The typical
section shall also include PGL, centerline, pavement design, longitudinal joints,
side slopes, sodding/seeding limits, concrete traffic barriers, station limits,
common proposed/existing structures including riprap, limits of embankment
excavation, etc.
2. Hydrology & Hydraulics
2.1. Drainage Area Mapping
2.1.1. The Engineer shall update and delineate drainage area boundaries based on USGS
topographic maps.
2.2. Calculate Discharges
2.2.1. The Engineer shall determine conveyance paths, channel slopes, time of ,
concentration, runoff coefficients/SCS curve numbers as required to calculate
design-year,flows. All design and calculation criteria utilized shall be the current
TxDOT criteria.
2.2.2. All drainage designs are to comply with TxDOT criteria.
2.3. Hydrology Related Tasks (Ultimate Discharges)
2.3.1. The Engineer shall research data and update the hydrologic models by
coordination with the City of Fort Worth/Haslet/Tarrant County and FEMA.
2.3.2. The Engineer shall obtain the FEMA map and update the map in accordance to
field xsections .
2.3.3. The Engineer shall verify future zoning or land use with the City(s).
2.3.4. The Engineer shall develop HEC-1 (or HEC-HMS) model to determine ultimate
discharges.
2.4. Conditional Letter of Map Revision (CLOMR) for Henrietta Creek
2.4.1. The Engineer shall research data and obtain existing or currently effective
hydraulic (HEC-2) models.
2.4.2. The Engineer shall model conversion, if required, from HEC-2 to HEC-RAS.
2.4.3. The Engineer shall field locate channel cross-sections for hydraulic modeling.
2.4.4. The Engineer shall process surveyed data for hydraulic model.

facilities at discharge points along the project corridor.

devices and any required permanent erosion control measures such as: sediment
control fences, rock filter dams, soil retention blankets, riprap slope protection and
other devices as required. Erosion control plans shall be coordinated with the
Traffic Control Plan and Sequence of Work.

3.1.1. The Engineer shall update and prepare layouts at 1" = 100' scale showing the
travel lanes and construction area far each phase of construction. Included in the
layouts will be temporary signing and striping, channelization devices, barricades
and a narrative of the sequence of work. The sheets will include detour diagrams,
where applicable. The sheets will include horizontal alignment data for any
temporary alignments created for the various traffic control phases. The scope
includes reanalyzing the detours due to the profile changes on FM 156.
3.2. Traffic Control Typical Sections
3.2.1. In conjunction with the Traffic Control Layouts, the Engineer shall develop
typical cross sections showing lane widths, edge conditions, channelization and
proposed construction area.
33. Miscellaneous TCP Details : �
3.3.1. The Engineer shall prepare any and all necessary plan details necessary to clarify �
the construction requirements of the traffic control and erosion plans.
3.3.2. The Engineer shall provide a written narrative of the construction sequencing and
work activities per phase and determine the existing and proposed traffic control
devices (regulatory signs, warning signs, guide signs, route markers, construction
pavement markings, barricades, flag personnel, etc.) to be used to handle traffic
including at grade intersections during each construction sequence. The Engineer
shall show temporary roadways and detours required -to maintain traffic
throughout the construction phasing.
3.3.3. Where detours are required, the Engineer shall develop typical cross sections,
calculate quantities, and show horizontal and vertical alignment information. The
Engineer shall provide a detailed layout and arrangement of construction signs,
construction pavement marking and traffic control devices.

effort to prevent detours and utility relocations from extending beyond the
proposed right of way lines. If it is necessary to obtain additional construction
easements and/or right-of-entry, the Engineer shall notify the GEC in writing of
the need and justification for such action. The Engineer shall identify and
coordinate with all utility companies for relocations required within these
construction easements and/or right-of entries (short of litigation).
B. Repackaging from Haslet to Intermodal
1.1. Roadway Design. (General)
1.1.1. The Engineer will update the plan and profile drawings using Microstation V7 standards
as required by the State far the construction of two lanes of the ultimate four-lane section.
The revisions will split the project from north of Haslet to Intermodal and will include the
bridge redesign at Henrietta due to raising the bridge profile.

Authorize the Execution of Amendment No. 3, an Agreement with Carter & Burgess, Inc., for Phase
IV of the Program Management Services for the Runway Extension Project at Fort Worth Alliance
Airport
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to authorize the execution of
Amendment No. 3 to City Secretary Contract (CSC) No. 30109 with Carter & Burgess, Inc., in the amount of
$489,934.12 for Phase IV of the Program Management Services for the Runway Extension Project at Fort
Worth Alliance Airport.
DISCUSSION:
On March 27, 2001, (M&C C-18528) City Council approved a contract with Carter & Burgess, Inc., for
Program Management Services for the Runway Extension Project at Fort Worth Alliance Airport. These
services are to be perFormed in multiple phases, as funds are made available.
On May 11, 2004, (M&C C-20071) City Council approved CSC No. 30109 with Carter & Burgess, Inc., for
Phase IV Program Management Services in the amount of $2,859,099.19. The contract includes the
design of FM-156, design of Burlington Northern Santa Fe (BNSF) railroad relocation, design of Eagle
Parkway, FM-156 environmental updates, land acquisition and program management services.
On June 5, 2006, (CSC No. 33582) Amendment No. 1 was approved to increase the budget amount to be
paid two subconsultants to Carter & Burgess, Inc. for additional services. No additional funds were required
for Amendment No. 1.
On February 9, 2007, (CSC No. 34866) Amendment No. 2 was approved to reduce the Carter & Burgess
contract by $744,265.00 to remove the design of BNSF railroad relocation due to changes requested by
BNSF which were not part of the original scope of the runway extension project. The changes requested by
BNSF require further discussion between the City and BNSF and an update to the environmental
assessment.
This Amendment No. 3 in the amount of $489,934.12, provides for the redesign of a bridge on FM-156 to
allow for the BNSF connector track for an auto unloading facility, and to break the construction phase of
FM-156 into two phases to allow time needed for the redesign of the bridge. This connector track and the
requisite bridge were removed from the scope when BNSF requested changes to the rail relocation from the
original scope of the runway extension project. When the City of Haslet learned of this change it requested
that the connector track and bridge remain in the project, because the alternative would leave the existing
mainline in Haslet. The original project scope called for the abandonment of the rail line through the town of
Haslet.
FAA funds from Runway Extension Grant 3-48-0296-27-2005 will be used for this amendment. Existing
