�MENDMENT No . 3
TO CITY SECRETARY CONTRACT No. 35237
WHEREAS, the City of Fort Worth (CITY) and HALFF ASSOCIATES, Inc.,
(ENGINEER) made and entered into City Secretary Contract No. 35237, (the
CONTRACT) which was authorized by M&C #C-21993 on the 6th day of March,
2007 in the amount of $ 63,650; and
WHEREAS, the CONTRACT was subsequently revised by Amendment Number 1
in the amount of $213,605 which was authorized by M&C #C-24593 on
November 16, 2010, and Amendment Number 2 in the amount of $114,944 which
was authorized by M&C #C-26536 on October 29, 2013; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Glen Garden Drainage Improvements, Project No. 00476; and
WHEREAS, it has become necessary to execute Amendment No. 3 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated July 24, 2015, a copy
of which is attached hereto and incorporated herein. The cost to City
for the additional design services to be performed by Engineer totals
$49,320. (See Attached Funding Breakdown Sheet, Page -3-)
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $441,519.
3.
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

ATTACHMENT "A" — AMENDMENT NO. 3
Scope for Enqineerinq Desiqn Related Services for Storm Water Improvements Prolects
The scope set forth herein defines the work to be perFormed by the ENGINEER in completing
the project. Both the CITY and ENGINEER have attempted to cleariy define the work to be
performed and address the needs of the Project. Under this scope, "ENGINEER" is expanded
to include any sub-consultant, including surveyor, employed or contracted by the ENGINEER.
OBJECTIVE
The Glen Garden storm sewer system services a drainage area of approximately 332 acres in
the vicinity of the Glen Garden Country Club, which was established in 1912, and contributes
to Sycamore Creek Tributary SC-3. The system consists of approximately 6000 linear feet of
closed conduit storm sewer and 2000 linear feet of defined open channel. In addition, there
are more than 1000 linear feet of shallow swales that flow through the golf course. Numerous
instances of flooding in the streets, houses, and within the Glen Garden Golf Course have
been reported.
Halff Associates, Inc. was authorized by the City of Fort Worth in April 2007 to conduct a
detailed study of the drainage patterns in the vicinity of the Glen Garden Country Club. The
final report, entitled Glen Garden Drainage Study, included a thorough examination of the
existing system conditions and drainage patterns as well as analysis and recommendation of
storm sewer and/or channel improvements aimed at removing or reducing flooding in the
area. Based on the results presented in the study, The City of Fort Worth requested that Halff
Associates Inc provide a proposal for design services, which was provided as part of
Amendment No. 1. Amendment No. 1 was authorized by City Council on November 16, 2010.
Amendment 2 included potential detention options within the watershed and plan submittals at
60, 90, and 100-percent completion and submittal of technical specifications and cost
estimates. Additional items, including bid phase services, construction phase services, and
City of Fort Worth permitting, were also included. Amendment No. 2 was authorized by City
Council on November 25, 2013.
Amendment No. 3 of the Glen Garden Storm Sewer Improvements project includes additional
water and sanitary sewer design services, structural design services, drainage design and
modeling, conceptual layout, and easement survey. Additional bid and construction phase
tasks for Amendment No. 3 include change orders and requests for information beyond the
assumptions specified in Amendment No. 2.

TASK 1. DESIGN MANAGEMENT (MODIFIES TASK 1.1, 1.2)
ENGINEER will manage the work outlined in this scope to ensure efficient and effective use
of ENGINEER's and CITY's time and resources. ENGINEER will manage change,
communicate effectively, coordinate internally and externally as needed, and proactively
address issues with the CITY's Project Manager and others as necessary to make progress
on the work.

� ENGINEER will make the necessary adjustments to the terrain and the model of
the Glen Garden storm sewer system using InfoWorks SD/2D based on design
changes.
• ENGINEER will evaluate potential diversions from the channel downstream of
the Glen Garden Country Club golf course into the storm sewer along Glen
Garden Avenue. In addition, detention scenarios on the vacant property near the
golf course will be evaluated to see if there is any potential benefit downstream.

ASSUMPTIONS
• Previous drainage analysis of the Glen Garden Drainage System was done using
Innovyze O InfoWorks SD (formerly Wallingford InfoWorks SD) as part of the
Glen Garden Drainage Study, completed by Halff Associates, Inc in April 2008.
Pipe and inlet capacity, as well as capacity of open channels and roadways will
be based off the analysis findings. The ENGINEER shall adjust the InfoWorks
SD model to reflect changes encountered during the design process.
• Conceptual Design Package submittal was completed as part of Amendment 1
and will not be provided as part of this amendment.

TASK 4. FINAL DESIGN (90 PERCENT) AND FINAL CONSTRUCTION DOCUMENTS

4.2 Final Design (100%)
• ENGINEER will revise construction documents to address the following changes
at the request of the CITY:
o Adjustment of the plan and profile drawings to facilitate moving
construction away from City parks property. Line "C" along Glen Garden
Avenue shall be ended at Heather Trail. Line "A" shall be moved into the
Eastline ROW.
o Design of an 8" waterline alternate alignment per the Water Department
request. The alignment shall be within the Eastline ROW behind the west
curbline.
o Design of a 12" waterline at the intersection of Eastline Dr. and Timberline
Ave. per the Water Department request.
o Design of an 8" sanitary sewer at Glen Garden Avenue due to a shift in
the storm sewer alignment into the street.
o Address Water Department comments related to the waterline and
sanitary sewer designs.
o Adjust typical pavement sections per CITY comments
o Design connection of proposed 36" storm sewer line from Tadlock Park
(SD-625) into the proposed 6'x5' RCB in Eastline Dr.
4.4 Construction Estimate (100%)
• ENGINEER will revise construction cost estimates for design changes including
storm sewer, sanitary sewer, waterline, and pavement improvements based on
changes made by the CITY

TASK 5. BID PHASE SERVICES (MODIFIES TASK 5.1)
ENGINEER will support the bid phase of the project as follows:
5.1. Bid Support
• Incorporate all addenda into the contract documents and issue conformed sets.
An additional two (2) addenda were issued based on changes to the design or
comment provided after the final documents were submitted.

TASK 6. CONSTRUCTION PHASE SERVICES (MODIFIES TASK 6.1)
ENGINEER will support the construction phase of the project as follows.
6.1 Construction Support
• As requested by the CITY, the ENGINEER shall provide necessary
interpretations and clarifications of contract documents, review change orders,
and make recommendations as to the acceptability of the work. Additional
change orders outside the approved scope (3) include the following:
o Provide updates to structural drawings for the equalizer box located at the
downstream end of Line "C" to accommodate field location of existing 54"
storm sewer line.
o Provide evaluation of construction errors on the Modified Inlet Box
(5'x11') and provide revised structural drawings for lower profile box.
o Adjust Gypsy Gulch flume alignment at the request of the CITY to reduce
maintenance burden on the home owner
• Additional Requests for Information (RFI) outside the approved scope (2) include
the following:
o Investigation of the curbline efevations along Eastline Dr.
o Investigation of the cross drainage along Eastline Dr.

• ENGINEER shall provide two (2) additional Permanent Drainage easements for
Parcels 4& 5 along Glen Garden Avenue.
TASK 11. ADDITIONAL SERVICES (MODIFIES TASK 11.1)
ENGINEER shall provide Additional Services for this project that are summarized below. An
established lump sum fee is included in the contract for the additional services. Additional
Services will be approved by the CITY prior to work occurring. Additional Services included
in the Scope of Services may include the following:
11.1 Property Owner/Stakeholder Meetings
• ENGINEER may meet with property owners and other stakeholders to discuss
and/or explain project scope and objectives, as requested by the CITY.
