AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $179,000,
SUBJECT TO RECEIPT OF THE BUFFER ZONE PROTECTION PROGRAM
GRANT FROM THE OFFICE OF THE GOVERNOR, DIVISION OF EMERGENCY
MANAGEMENT, FOR THE PURPOSE OF FUNDING PREVENTION AND
PREPAREDNESS EFFORTS IN ONE AREA IDENTIFIED AS A BUFFER ZONE
FOR CRITICAL INFRASTRUCTURE AND EQUIPMENT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-
2006 (FY06) and in the Budget of the City Manager, there shall also be increased estimated
receipts and appropriations in the Grants Fund in the amount of $179,000, subject to receipt of the
Buffer Zone Protection Program grant from the Office of the Governor, Division of Emergency
Management, for the purpose of funding prevention and preparedness efforts in one area identified
as a buffer zone for critical infrastructure and equipment.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorization to Apply for and Accept a 2006 Buffer Zone Protection Program Grant from the Office
of the Governor Division of Emergency Management and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept a FY06 Buffer Zone Protection Program (BZPP) Grant that
includes a BZP Plan and a Vulnerability Reduction Purchasing (VRP) Plan to support prevention and
preparedness efforts in one area identified as a buffer zone for critical infrastructure and equipment; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $179,000.00, upon receipt of the grant.
DISCUSSION:
The Buffer Zone Protection Program (BZPP) Grant originates from the Department of Homeland Security
Office of Domestic Preparedness (DHS/ODP) through the Office of the Governor's Division of Emergency
Management. The BZPP grant provides funds through a Vulnerability Reduction Purchasing (VRP) Plan to
support the implementation of a Buffer Zone Protection Plan for identified critical infrastructure/key resource
sites.
The Fort Worth Police Department's Intelligence Unit has developed a site plan called the Buffer Zone
Protection (BZP) Plan in coordination with the State Administrative Agency (SAA) and Homeland Security
Advisor (HSA). To implement the BZP Plan, funds are requested via a Vulnerability Reduction Purchasing
(VRP) Plan. These funds will be used to (a) reduce critical infrastructure and key resource site
vulnerabilities; and (b) support the prevention and preparedness efforts of local law enforcement first
responders related to terrorists acts potentially impacting these sites. This particular BZP Plan is eligible for
$179,000.00 in grant funds.
The BZP and VRP Plan, once approved and certified by the SAA, is submitted to DHS/ODP for review and
approval. Upon approval, the Fort Worth Police Department is responsible for implementing the BZP Plan. If
grant funds are awarded, the grant program performance period is from October 1, 2006 to July 31, 2008.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval and execution of the above recommendations and
adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated in the Grant Funds
