HomeMy WebLinkAboutOrdinance 19749-07-2011Ordinance No. 19749-07-2011 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $490,842.70, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING CONCRETE RESTORATION 2011 -11 AT FIVE LOCATIONS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2010 -2011 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of $490,842.70, from available funds, for the purpose of funding Concrete Restoration 2011 -11 at five locations. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 19355 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. Authorize the transfer of $490,842.70 from the Contract Street Maintenance Fund to the General Fund; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $490,842.70 in the General Fund from'available funds; and 3. Authorize the City Manager to execute a Contract with Bradley Douglas Construction Services, LLC., in the amount of $490,842.70 for Concrete Restoration 2011 -11 at five locations. DISCUSSION: The Concrete Restoration 2011 -11 contract provides for the repair and reconstruction of failed concrete pavement at the following locations. Funding was included in the FY2011 General Fund and was transferred to the Contract Street Maintenance Fund on December 14, 2010, M &C G- 17159. 1. Bellaire Drive South from Preston Hollow Road to Overton Park Drive East; 2. Meacham Boulevard from Interstate Highway 35 to Gold Spike Drive ; 3. East Long Ave from 400 feet west of Half Moon Drive to Half Moon Drive; 4. Lost Creek Boulevard from River View Way to Fair Creek Terrace and; 5. Bridgewood Drive from Randol Mill Road to Bridge Street. This project was advertised for bid on January 27, 2011 and February 3, 2011 in the Fort Worth Star - Telegram. On February 24, 2011, the following bids were received: BIDDERS Bradley Douglas Construction Services, Ken -Do Contracting, LP Jet Underground Utilities, Inc. PAEE Corporation Conaster Construction TX LP Ed A. Wilson, Inc. AMOUNT LLC $ 490,842.70 $ 491,696.00 $ 547, 754.90 $ 560, 522.33 $ 598, 822.00 $ 998,312.00 Bradley Douglas Construction Services, LLC, is in compliance with the City's M/WBE Ordinance by Logname: 2000NCRETE RESTORATION 2011 -11 Page 1 of 2 committing to 37 percent M/WBE participation. The City's goal on this project is 16 percent. Additionally, Bradley Douglas Construction Services, LLC, is a certified M/WBE firm. The City reserves the right to increase or decrease quantities of individual pay items within the contract provided that the total contract amount remains within plus or minus 25 percent of the contract award. This project is located in COUNCIL DISTRICTS 2, 3 and 4. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the General Fund and the current capital budget of the Contract Street Maintenance Fund.
