AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $85,000.00, SUBJECT TO RECEIPT OF A
GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE, BUREAU OF
ALCOHOL, TOBACCO, FIREARMS AND EXPLOSIVES, FOR THE PURPOSE OF
FUNDING PARTICIPATION IN A JOINT ATF TASK FORCE; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010 -2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $85,000.00, subject to receipt of a grant from the United States Department of
Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), for the purpose of funding
participation in a joint ATF Task Force.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Law Enforcement Operations, Authorize the Acceptance of an Amount Not to Exceed $85,000.00, and
Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute a Memorandum of Agreement with the United States
Department of Justice -- Bureau of Alcohol, Tobacco, Firearms and Explosives for participation in a joint
Alcohol, Tobacco, Firearms and Explosives Task Force;
2. Authorize the acceptance of an amount not to exceed $85,000.00; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $85,000.00 ($17,000.00 per year for five years).
DISCUSSION:
The Fort Worth Police Department has been cooperating in ongoing joint task force operations with the
United States Department of Justice -- Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) since
1998. The purpose of the task force is to collaborate on investigations affecting this geographic area. The
agreement obligates the City of Fort Worth, by and through its Police Department, to assign officers to
ATF Task Force investigations and joint operations on an as- needed basis, to the extent made possible by
the City's regular staffing requirements. The City of Fort Worth has been and will continue to be
reimbursed for the participating officers' overtime and fringe expenses related to joint operations. The
maximum annual reimbursement entitlement for overtime worked in connection with the joint operations is
$17,000.00 per year.
FISCAL INFORMATION /-CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
