WHEREAS, the City of Fort Worth (City) and HDR, Inc., (Engineer)
made and entered into City Secretary Contract No. 35205, (the Contract)
which was authorized by the City Council by M&C C-24013 on the 12th day
of January 2009; and
WHEREAS, the Contract
following project:
Meacham Airport Detention Pond,
involves engineering services for the
Project No.00619.
WHEREAS, it has become necessary to execute Amendment No. 1 to said
Contract to include an increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through
their duly authorized representatives, enter into the following
agreement which amends the Contract:
1.
Article I, of the Contract is amended to include the additional
engineering services specified in a proposal letter dated February 10,
2009, copies of which are both attached hereto and incorporated herein.
The cost to City for the additional services to be performed by Engineer
total $78,783.00.

Article II, of the Contract is amended to provide for an increase
in the maximum fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $102,583.00.
3.
All other provisions of the Contract which are not expressly
amended herein shall remain in full force and effect.

Authorize Amendment No. 1 to City Secretary Contract No. 35205, an Engineering Agreement with F
Inc., in the Amount of $78,783.00 for the Meacham Airport Detention Pond (COUNCIL DISTRICT:
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 to
Secretary Contract No. 35205, an Engineering Agreement with HDR, Inc., in the amount of $78,783
revising the total contract cost to $102,583.00.
DISCUSSION:
The Storm Water Management Program was established to reduce flooding in Fort Worth, preserve
streams, minimize water pollution and to operate the storm water system in a more effective manner
fully comply with state and federal regulatory requirements. This will be accomplished by infrastruct�
reconstruction and system maintenance, master planning, enhanced development review and incre�
public education and outreach.
On October 16, 2007, (Ordinance No. 17840-10-2007) the City Council authorized the issuance and
of $25,000,000 in Storm Water (Drainage) Revenue Bonds, Series 2007, to fund a two-year Storm V
Capital project program.
The storm drain system in the Meacham Airport area is undersized and overtopped during rain even
This overtopping causes the flooding of historic businesses south of NE 38th Street.
A request for qualifications to provide drainage design was issued by the city in August of 2006 and
design consultants submitted statements of qualifications, including HDR, Inc., HDR, Inc., was selec
study the drainage in the subject area and provide subsequent design services for drainage
improvements.
On April 16, 2007, the City Manager executed administratively an engineering agreement with HDR,
for the study of future storm drain improvements for the Meacham Airport Detention Pond (City Proje
00619). It was anticipated that the study project would be expanded to a design project.
The study has been completed and the following proposed improvements have been recommended
The Engineer determined, after the original drainage study, that further pre-design modeling is requi
accurately account for overland flooding on the street surFace along the studied area of Washington
Heights to account for both pressure flow and overland flow.
This additional study will also determine the optimum horizontal and vertical alignment for the additic

storm drain line based on certain considerations such as utility conflicts, pavement reconstruction ar
right-of-way factors. The work to be included will augment the storm water evaluations and analysis
associated with the original contract.
Amendment No. 1 will update the model to provide accurate flows and determine the preferred storn
alignment.
HDR, Inc., proposes to perform the additional study for a lump sum fee of $78,783.00. City staff
considers the fee to be fair and reasonable for the scope of services proposed.
HDR, Inc., is in compliance with the City's M/WBE Ordinance by committing to 37 percent M/WBE
participation.The City's goal on the project is 37 percent.
This project is located in COUNCIL DISTRICT 2, Mapsco 48T.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current capital
budget, as appropriated of the Storm Water Capital Projects 2007 Revenue Bond Fund.
