HomeMy WebLinkAboutOrdinance 19755-07-2011Ordinance No.19755 -07 -2011 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $307,302.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF UPDATING THE WASTEWATER SYSTEM MASTER PLAN CITYWIDE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2010 -2011 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Sewer Capital Projects Fund in the amount of $307,302.00 from available funds, for the purpose of updating the Wastewater System Master Plan Citywide. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to transfer $307,302.00 from the Water and Sewer Operating Fund to the Sewer Capital Projects Fund; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Sewer Capital Projects Fund in the amount of $307,302.00 from available funds; and 3. Authorize the City Manager to execute Amendment No. 3 in the amount of $307,302.00 to the City Secretary Contract No. 37548, an Agreement with Freese & Nichols, Inc., to update the Wastewater System Master Plan Citywide, increasing the total fee from $3,849,548.00 to $4,156,850.00. DISCUSSION: On August 26, 2008, (M &C C- 22997) the City Council authorized the execution of an engineering agreement with Freese & Nichols, Inc., to update Wastewater Master Plan for a total fee not to exceed $2,987,193.00. The Wastewater Master Plan addresses system deficiencies as well as future growth areas. On February 9, 2010, (M &C C- 24085) the City Council approved Amendment No. 1 in the amount of $346,427.00. The scope of services included linking core GIS unique Asset IDs to wastewater pipe condition data and additional flow monitoring. On July 20, 2010, (M &C C- 24353) the City Council approved Amendment No. 2 in the amount of $515,928.00. The scope of services included modeling of the Village Creek Wastewater Treatment Plant ( VCWWTP), evaluating short term needs for the proposed Mary's Creek Wastewater Treatment Plant, and development of a Major Amendment to the VCWWTP Texas Pollutant Discharge Elimination System discharge permit to support future flows increases in the plant up to an average daily flow of 191 Million Gallons a day. The scope of services for this Amendment No. 3 includes three task items: Task item A is to respond to Texas Commission on Environmental Quality's (TCEQ) request to justify the Logname: 60WASTEWATER MASTER PLAN AMEND3 Pagel of 2 accuracy of Fort Worth's current flow metering strategy at the VCWWTP that was submitted to TCEQ under Amendment No. 2. This task includes placing four flow meters on the Village Creek incoming lines and one rain gauge surrounding the VCWWTP and placing one effluent flow meter just upstream of the outfall. Task item B is the wastewater capacity analysis for an additional 14 redevelopment areas expanding the study from the original 10 areas to 24 areas. Task item C is the hydraulic analysis of the Trinity River Vision (TRV) Capital Improvement Plan (CIP) to evaluate alternatives and recommended sizing of the proposed TRV wastewater relocations and impact to the Wastewater System Master Plan CIP. Freese and Nichols, Inc., is in compliance with the City's M/WBE Ordinance by committing to an additional 34 percent M/WBE participation on this Amendment No. 3. This project is CITYWIDE.
