HomeMy WebLinkAboutOrdinance 19757-07-2011Ordinance No. 19757 -07 -2011 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GOLF GAS LEASE CAPITAL PROJECT FUND IN THE AMOUNT OF $934,715.00, FROM GAS RELATED REVENUES, FOR THE PURPOSE OF FUNDING THE GOLF ENTERPRISE FUND'S CAPITAL IMPROVEMENT EXPENDITURE PLAN FOR FISCAL YEAR 2011; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2010 -2011 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Golf Gas Lease Capital Project Fund in the amount of $934,715.00, from gas related revenues, for the purpose of funding the Golf Enterprise Fund's Capital Improvement Expenditure Plan for Fiscal Year 2011. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 19355 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Approve the Golf Enterprise Fund's Fiscal Year 2011 Gas - Related Revenue Expenditure Plan; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Golf Gas Lease Capital Project Fund by $934,715.00 from gas - related revenues. DISCUSSION: The purpose of this M &C is to authorize appropriation of gas - related revenue derived from golf course properties for the Golf Enterprise Fund's Capital Improvement Expenditure Plan for Fiscal Year 2011. The plan proposes the allocation of $934,715.00 in gas - related funds for expenditures. Both courses are hindered in the ability to attract events due to the lack of a covered pavilion that would allow all golfers to congregate for a meal and award presentation after their round of golf. The addition of covered gathering areas as well as improvements to both clubhouses will enhance the overall experience and is intended to attract more outside events to both courses, thus increasing the potential for additional revenues. The new restrooms at Pecan Valley will replace existing deteriorating infrastructure. Over the previous five years, Pecan Valley and Rockwood have averaged 62,215 and 33,265 paid rounds respectively. Staffs recommendations for the Golf Enterprise Fund's Proposed Projects for Fiscal Year 2011 have been endorsed by both the Golf Advisory Committee (December 8, 2010) and the Parks and Community Services Advisory Board (January 26, 2011). Staff has also recommended the addition of pond liners at Sycamore Creek Golf Course on holes 3 and 4 and clubhouse improvements, to be paid for using fund balance from the Golf Enterprise Fund's capital projects account. On June 14, 2011, (M &C L- 15213) the City Council approved the use of parkland at Sycamore Creek Golf Course for subsurface installation of gas pipeline and authorized the City Manager to enter into a license agreement with Texas Midstream Gas Services, LLC. In approving this license agreement, the City Council indicated that the associated revenue of $109,715.00 would be used for capital improvements at Sycamore Creek Golf Course. While the current Financial Management Policy Statements would normally direct that 50 percent of the pipeline revenue be used to pay debt and replenish fund balance, staff recommends that 100 percent of the pipeline license fee be utilized to re -grass ten putting surfaces and make other related course improvements to increase play and revenue at the course. Approval of the plan proposed in this M &C authorizes use of the pipeline revenue for the re- grassing and course improvement project. Pecan Valley Golf Course is located in COUNCIL DISTRICT 3, Rockwood Golf Course is located in COUNCIL DISTRICT 2, and Sycamore Creek Golf Course is located in COUNCIL DISTRICT 8. All courses are classified as special -use facilities and serve the entire city. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendation, and the adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Golf Gas Lease Capital Project Fund.
