ADVANCE FUNDING AGREEMENT
AMENDMENT # 1
THIS AMENDMENT IS MADE BY AND BETWEEN the State of Texas, acting through the Texas Department
of Transportation, hereinafter called the State, and Citv of Fort Worth, acting by and through it's duly
authorized officials, hereinafter called the Local Government.
WITNESSETH
WHEREAS, the State and the Local Government executed a contract on 12th of Februarv 2003 to effectuate
their agreement to develop and maintain a GIS svstem for parkinq inventory, transit, and points of interest in
Downtown Fort Worth, the Cultural District, and the Historic Stockyards (Wayfindinq Proqram); and,
WHEREAS, it has become necessary to amend that contract;
WHEREAS, the Governing Body of the Local Government has approved amending this LPAFA amendment by
council action, dated August 8, 2006, which is attached hereto and made a part hereof as Attachment A;
NOW THEREFORE, in consideration of the premises and of the mutual covenants and agreements of the
parties hereto, the State and the Local Government do agree as follows:
AGREEMENT
Article 1. Description of Amended Items
The North Central Texas Council of Governments (NCTCOG) has approved increasing the funding for this
project by the amount of $372,881. This will make the total project cost $942,881 ($556,300—Federal and
$386,581—Local); and,
The Agreement is amended by deleting Attachment C, Project Budget Estimate and Source of Funds, in its
entirety and replacing it with revised Attachment C, Project Budget Estimate and Source of Funds, which is
attached to this amendment as Revised Attachment C.
All other provisions of the original contract are unchanged and remain in full force and effect.

HEARING:
SUBJECT Authorization to Accept a Federal Reimbursement Grant far the Wayfmding Program, Authorization to
. Amend a Local Project Advance Funding Agreement with the Texas Department of Transportation and
Adopt an Appropriations Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept additional funding up to $220,000 from the Federal Highway
Administration, in addition to $152,881 In-Kind matching funds from the City, under the Federal Congestion
Mitigation and Au• Quality Improvement Program to be added to previously approved funding for a coordinated
wayfinding program;
2. Authorize the City Manager to amend the existing Local Project Advance Funding Agreement (LPAFA) with the
Texas Deparhnent of Transportation (T�OT) previously approved by City Council under M&C G19365 on
November 26, 2002 to reflect the additional aforementioned funding; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund
by $372,881 upon approval of the above recommendations and receipt of the amended agreement.
DISCUSSION:
On November 26, 2002, (M&C G19365) the City Council approved the creation of a coordinated wayimding
progam, which included the following three activities:
1. Design and implement a signage system to direct vehicular and pedestrian traffic within the three visitar districts
(Downtown Fort Worth, the Cultural District, and the Histaric Stockyards). The signage system will provide
information about attractions, parking facilities, bus routes, and rail stations;
2. Develop and maintain an interactive website with information about parking, transit, and points of interest in the
three visitor districts; and
3. Conduct a coordinated marketing campaign.
The wayfmding project was originally approved through a 1999 call for projects issued by the North Central Texas
Council of Governments. The project was funded through the Federal Congestion Mitigation and Air Quality
Improvement Program (CMAQ), as follows: ���

In December 2004, the City requested that the Regional Transportation Council (RTC) transfer federal funds in the
amount of $220,000, previously secured for a bicycle program signage/commuter center, to the wayfmding program
for the installation of the appropriate signage.
In Apri12005, the RTC transferred CMAQ funds to the City in the amount of $220,000 for the installation of signs
associated with the wayfinding program. An in-kind local match of $152,881 (41%) is required, far a total project
cost of $372,881. The in-kind match will be provided by personnel services from the Planning and Transportation
and Public Works Deparhnents from Apri12005 to the present and from the fabrication and installation of street
identity signs for use in Downtown, the Cultural District, and the Historic Stockyards. The additional funds and in-
kind match will increase the total overall project budget from $570,000 to $942,881.
