AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE WATER CAPITAL PROJECTS FUND IN THE AMOUNT OF $242,962 AND THE
SEWER CAPITAL PROJECTS FUND 1N THE AMOUNT OF $242,892 FROM A WATER
AND SEWER OPERATING FUND TRANSFER, FOR THE PURPOSE OF EXECUTING A
CONTRACT WITH ADVANCED PAVING COMPANY FOR HMAC SURFACE OVERLAY
2006-17 AT VARIOUS LOCATIONS; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Water Capital Projects Fund in the amount of $242,962 and the Sewer Capital Projects Fund in the amount
of $242,892 from a Water and Sewer Operating Fund transfer, for the purpose of executing a contract with
Advanced Paving Company for HMAC Surface Overlay 2006-17 at various locations.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance• are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
ADOPTED AND EFFECTIVE: February 6, 2007
This ordinance shall take effect upon adoption.

Authorize Execution of Contract with Advanced Paving Company, for H.M.A.C. Surface Overlay
2006-17, at Various Locations and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to transfer $485,854.00 from the Water and Sewer Operating Fund to the
Water Capital Project Fund in the amount of $242,962.00 and Sewer Capital Project Fund in the amount of
$242, 892.00;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the Water
Capital Project Fund in the amount of $242,892.00 and the Sewer Capital Project Fund in the amount of
$242,962.0, from available funds; and
3. Authorize the City Manager to execute a contract with Advanced Paving Company in the amount of
$434,460.00 for H.M.A.C. Surface Overlay 2006-17, at various locations.
DISCUSSION:
In the FY2005/2006 Contract Major Maintenance Program, various types of street maintenance techniques
are grouped into specific contract packages for construction purposes.
The H.M.A.C. Surface Overlay 2006-17 project, provides for surface and base rehabilitation, replacement
of failed curb and gutter, sidewalk and driveway approaches on the streets identified below, after the
existing water and sewer mains on all the streets are replaced via a separate contract:

This project was advertised on June 20 and 27, 2006. On August 10, 2006, the following bids were

Advanced Paving Company, is in compliance with the City's M/WBE Ordinance by committing to 18
percent M/WBE participation. The City's goal on this project is 18 percent.
In addition to the contract cost, $29,670 (Water: $14,800; Sewer: $14,870) is required for inspection,
survey and other construction related tasks and $21,724 (Water: $10,862; Sewer: $10,862) is required for
project contingencies.
This project is located in COUNCIL DISTRICTS 4, 5 and 7.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, and adoption of the
attached ordinance, funds will be available in the current budget, as appropriated, of the Water and Sewer
Capital Projects Fund.
