AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $30,000.00, FROM AVAILABLE FUNDS,
FOR THE PURPOSE OF FUNDING WALKING TRAIL IMPROVEMENTS LOCATED
NEAR THE SOUTHWEST CORNER OF ROSEDALE AND HIGHWAY 820; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010 -2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $30,000.00, from available funds, for the purpose of funding walking trail
improvements located near the southwest corner of Rosedale and Highway 820.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

and Authorize to Use Up to $30,000.00 in Urban Development Action Grant Funds for Materials and Adopt
Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an Interlocal Agreement with Tarrant County to construct walking trail
improvements on city owned property located near the southwest corner of Rosedale and Highway 820
and authorization to use up to $30,000.00 in Urban Development Action Grant Funds for Materials; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations of the
Grants Fund by $30,000.00.
DISCUSSION:
The residents of the Carver Heights Neighborhood have asked the County to build a walking trail on the
City property located near the southwest corner of Rosedale and Highway 820. The County has agreed to
provide the labor for the construction of the walking trail. However, the County cannot pay for the cost of
materials.
Staff has identified up to $30,000.00 in funds from the Urban Development Action Grant (UDAG) that can
be used for the project. The UDAG funds must be spent on Community Development Block Grant (CDBG)
eligible activities and private funds must be donated to the project. The residents of Carver Heights have
agreed to donate $1,000.00 in private funds for this project. The County will pay approximately $60,000.00
for labor, equipment and fuel.
Staff recommends entering into an Interlocal Agreement with the county to construct a walking trail on the
City owned property near Rosedale and Highway 820.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies upon approval of the above recommendation and
adoption of the attached appropriation ordinance, funds will be available in the capital budget, as
appropriated, of the Grants Fund.
