WHEREAS, the City of Fort Worth (City) and DeOtte, Inc., Civil Engineering (Engineer) made and
entered into City Secretary Contract No. 30449, executed on the 3`d day of September, 2004, (the Contract)
which was authorized by the City Council by M&C C-20164 on the 27th day of July, 2004; and subsequently
revised by no previous amendments; and
WHEREAS, the Contract involves engineering services for the following project:
Citywide Roadway Flooding Hazard Assessment
W�IEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an
increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized
representatives, enter into the following agreement which amends the Contract:
Article I of the Contract is amended to include the additional engineering services specified in a
proposal letter dated August 14, 2006, a copy of which is attached hereto and incorporated herein. The cost to
Ciry for the additional design services to be performed by Engineer total $149,500.

Article II of the Contract is amended to provide for an increase in the m�imum fee to be paid to
Engineer for all wark and services performed under the Contract, as amended, so that the total fee paid by the
City for all work and services shall not exceed the sum of $312,500.

T�is letter is to serve as a request for an Amendment #1 to #he �ontract on the
referenced project. The following items are identified as additions to the scope of work
and fee. The general purpose of the services will be to review hazazd evalua.tions on
about 100 sites completed by others, perform hazard evalua.tions for an additional 150
si#es a.�d }�rovide survey services related to establishment �f flood hazazd warning
systems at 201ocations.
Specifically, we will complete the following:
I. Review 100 e�isting Flood Hazard Assessments perfor�ned by others.
a. Complete review of documenta.tion of about 100 sites provided by you
already in a notebook. This review will generally confirm consistency and
accuracy in the information provided. Site review of about 20 of the 100
sites will be completed as part of this work.
b. Adjustrnents to ratings will be made as appropriate.

II. Complete 150 Flood Hazard Assessments.
a. Compile data includi.ng City topography and aerial photogra.phy,
applicable FEMA map, review available FEMA da#a, discovered citizen
complaints, rescues and fatalities, deternvne draina.ge area and an
altemativ� rout� in case Qf flooding..
b. Complete site observations and take relevant photos of each site.
c. Complete modified Roadway Flood Hazard Infflrmation Sheets for each
site.
d. Information will be input into a Microsoft Access database table for use by
the �ity in the City's GIS, internet or intranet systems.
e. Documenta.tion will be scanned into separate PDF (Adobe Acrobat) files
for database linking by the City. City staff will complete the database
coding and updating as needed.
The cost for this effort will be based. on a per site basis. It is anticipated
that each site will require an average of $550 for the above services which
totals a lump sum of $82,500 for the proposed work.

III. Complete Site Surveys a�d Warning Signal As-Builts for 20 Locations.
a. Perform sufficient topographic survey along roadways for use in
determinin�the elevations at which the local warning signal will activate.
�`hese surveys will typically be a roadway profile a1o�g the line at which
overtopping would be expected like a centerline or highest curb.
b. Perform field location of installed equipment including signal locations,
control boxes if separate from warning signals and pressure ixansducers.
The cost for #his effort will be based on a per site basis. It is anticipated
that each site will require an average of $750 to provide the topographic
information for each site and $750 for as-built surveys of installed
warning signals. The total number of sites included in this scope is 20. A
l�mp sum #otal cost of $30,000 is included in this scope.
IV. Warning Signal Site Recommendations
a. Meet with City staff and provide a review of the results of the total 250-
site assessment developed in i#ems i a.nd II above. Any additiona.l input
and information from City staff will be considered and a final
recommendation will be made for an additional 20 sites in order or priority
to install flood warning signals as appropriate.
b. Site sketches will be developed and a site visit performed with City staff
and 20 site sketches will be provided indicating the location of appropriate
flood warnin� signal locations.
The cost for this effort wi11 be based on a per site basis. Tt is anticipated
that each site will require about $300 for the above services which totals
$6,000.

V. Project Administration and Deliverables
a. It is anticipated that several coordination meetings will be needed as the
work progresses.
b. Deliverables for this additional scope of work include the following:
i. One project notebook including the following for each site:
1. Completed Roadway Flood Hazard Information Sheet
� Site aerial ghoto with City GIS cAntours.
3. Site photos
ii. CD or DVD containing "PDF" electronic files of the notebook
i.nformation contained in item V.b.i. above.
iii. An electronic Microsoft Access database file includi.n� fields for
items 1-9 in section III. "Hazard Assessment Worksheet" on the
Rvadway Flood Hazard Itiforma#ion Sheet. An MS Access form
will be developed and included in the file for entry of the values
foi items 1-9 of S�ction 3_ Also, .an MS Access report form will be
prepared
iv. 20 Site sketches of proposed locations for warning signal
installations.
v. As-built survey locations of warning signal locations.
The cost for this effort is ba.sed on a.n estimate of the time involved
for a11 items in Item V. This item will be a lump sum for the
amount of $6,000.
The totallum.p sum cost for #he scope of services described above is a toiai .of $149,500.
Much of the work included in this scope is unique and specia.lized. At this time, we
anticipate M/WBE participation of this project in excess of 15% for the proposed services

Authorize Execution Amendment No. 1 to Engineering Agreement with DeOtte, Inc., for Citywide
Roadway Flooding Hazard Assessment and Adopt Appropriation Ordinance

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $149,500.00 from the Storm Water Operating Fund to the Storm Water
Capital Projects Fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Storm Water Capital Projects Fund in the amount of $149,500; and
3. Authorize the City Manager to execute amendment No. 1 to Engineering Agreement with DeOtte, Inc.,
to provide engineering services for the Citywide Roadway Flooding Hazard Assessment in the amount of
$149,500 for a total contract cost of $312,500.00.
DISCUSSION:
In 2004, the Citywide Roadway Flooding Hazard Assessment was initiated to evaluate and prioritize
roadway flooding hazards within the City and to prioritize them for removal, improvement, or installation of
warning systems. On July 27, 2004, Council approved M&C C-20164 authorizing the City Manager to
execute a contract with costs not to exceed $163,000 with DeOtte, Inc., for a Citywide Roadway Flooding
Hazard Assessment. Of the 38 known hazardous locations included in the original study, 14 locations have
since had high water warning systems installed. Eight of the 38 locations are currently under design for
roadway improvements to eliminate or significantly reduce roadway overtopping.
Subsequent investigations have identified about 700 additional roadway locations which could be subject to
flooding within the City. The flooding is known or suspected to be hazardous at approximately 250 of these
locations. DeOtte, Inc., submitted a contract amendment for $149,500, to evaluate and prioritize these 250
locations and to recommend warning systems or other treatments as appropriate at approximately 25
specific locations. Staff considers this amount to be fair and reasonable for the proposed scope of work.
This amendment No. 1 will be funded by the Storm Water Management Program, which was established to
prevent flooding in Fort Worth, preserve streams, minimize water pollution and to operate the storm water
system in a more effective manner to fully comply with state and federal regulatory requirements. This will
be accomplished by improving infrastructure reconstruction and system maintenance, master planning,
enhanced development review, and increased public education and outreach.
DeOtte, Inc., is in compliance with the City's MWBE Ordinance by committing to 15 percent M/WBE
participation on this study.

FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached Appropriation Ordinance, funds will be available in the current budget, as appropriated, of the
