WHEREAS, the City of Fort Worth (City) and TranSystems
Corporation Consultants, (Engineer) made and entered into City
Secretary Contract No. 27574, (the Contract) which was authorized
by the City Council by M&C C-18999 on the 19th day of March, 2002
and subsequently revised by three previous amendments; and
WHEREAS, the Contract involves engineering services for the
following project:
Trinity Boulevard Water Main Extension from Greenbelt Road to
State Highway 360.

NOW THEREFORE, City and Engineer, acting herein by and through
their duly authorized representatives, enter into the following
agreement which amends the Contract:

Article I, of the Contract is amended to include the addition-
al engineering services specified in M&C C-21994, adopted by the
City Council on 6th day of March 6, 2007, and further amplified in
a proposal letter dated December 1, 2006 copies of which are both
attached hereto and incorporated herein. The cost to City for the
additional services to be performed by Engineer total $94,205.Q0.

Article II, of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not __�,

Dear Mr. Chaubey,
We appreciate the opportunity to present this proposal for your consideration, Per the request of the Water
Department, this amendment revises the previously approved 36" water main design plans. An additional
16-inch diameter water main along Tarrant Main is to be designed and connected to the existing system and
the proposed 36" water main. The new 16-inch water main will have an approximate length of 3,130 linear
feet. Design effort for this additional water main includes; survey for the proposed 16" main along Tarrant
Main, alignment alternatives, cathodic protection, and design of the water main. Re-design and revisions to
the approved 36" water main plans include; relocating valves per meetings with Field Operations and the
Water Department for new connections, additional details per the Water Department, relocation and design
of the water metering station for the Grand Prairie Connection. Additionally, the remaining design will be
separated into two independent bid and construction sets in order to expedite the construction program as
quickly as possible.
This amendment includes additional weekly meetings to be held with the Water Department, Field
Operations and the Department of Engineering for Contract 1(Greenbelt Rd to Fm-157) and Contract 2
(Fm-157 to SH 360). The meetings topics include dividing the project into multiple construction phases
(Units 3 and 4) to expedite the project completion, alternatives and recommendations to connect the
proposed 36" water to the existing system, relocating gate valves, revising vertical alignment and
responding to additional comments from the Water Department. Additional meetings with representatives of
TXU are also included for permitting the placement of the proposed water line and water metering station
within their access easement.
The additional Survey and Design fee calculation for the 16" water main is shown below:

TranSystems Consultants Fee: 6.97% x$671,408 = $46,797.00

Corporation Consultants for Trinity Boulevard Water Main Extension from Greenbelt Road to
State Highway 360 (City Project No. 00352)
RECOMMENDATION:
It is recommended that the City Cbuncil authorize the City Manager to execute Amendment No. 4 to City
Secretary Contract No. 27574 with TranSystems Corporation Consultants, in the amount of $94�,205.00 to
provide for additionaf engineering services, fhereby increasing the cont�act amount to $695,124.OQ.
Subsequent amendments, if necessary, will be processed administratively, up to a$25,000.00 total.
DISCUSSION:
On March 19, 2002, (M&C C-18999) the City Council aufhorized the City Manager to execute an agreement
with TranSystems Corporation Consultants, in the amount of $379,195.00 for Trinity Boulevard Water Main
Extension from Greenbelt Road to State Highway 360. The agreement provided for the design of a 36-inch
water main to ultimately provide additional water supply to the Centerport Area and surrounding areas. The
agreement was subsequently revised by three previous amendments totaling $221,724.00 as follows;
• Amendment Na. 1(M&C C-19500, March 4, 2003) in the amount of $51,60�.00, provided for
alternate alignment studies because the originally selected alignment was determined to be in
direct conflict with several utilities whose existence were unknown until after design of the
project was underway.
• Amendment No. 2(administratively approved by the City Manager on November 17, 2005)
in the amount of $24,820.00, provided for additional design survey on the project and the
preparation of a permanent easement.
• Amendment No. 3, (M&C C-21414, April 25, 2006) in the amount of $145,324.00,
primarily provided for the design of additional water lines to be connected to the 36-inch
main.
Amendment No. � will provide for the additional engineering services as requested by the Water Department
for the installation of a 16-inch water main on Tarrant Main Street that will be connected to the existing water
main (located to the north) and fhe 36-inch main. It is also necessary to divide the remaining design into two
separate plan sets for bidding and construction purposes in order to expedite construcfion of the project.
TranSystems Corporation Consultants proposes to provide the necessary additional engineering services for
a lump sum fee of $94,205.00. Staff considers this amount to be fair and reasonable.
TranSystems Corporation Consultants is in compliance with the City's M/WBE Ordinance by commifting to an

additional 22 percent M/WBE participation on this Amendment No. 4. The City's goa� on this amendment is
10 percent.
The project is located in COUNCIL DISTRICT 5, Mapsco 54W, Z, 55S, T, U, V, W, 56N, P, S, T and 68 A, E.

The Finance Director certifies that funds are available in the current capital budgets, as appropriated, of the
