This delay impacted the project beginning on May 26, 2015 until the Phase 1 Bridge beams were set on September 1, 2015. The net result is extension of the project by 48 days (corrected for period within previous delay claims). This requested extension is due to the inability to continue work on the Phase 1 Bridge while a decision on what was truly occurring in the stream beneath was made. Description. Furnish and install dry cast concrete interlocking concrete blocks and geotextile fabric underlayments to provide an erosion control matrix. 2. Definition. Interlocking Articulating Concrete Blocks. Adjacent concrete blocks that fit together in such a manner that they cannot be laterally pulled apart in any horizontal direction. The blocks lift vertically to disengage them from the adjoining blocks. The blocks are held together as a result of the geometric shape of the blocks, without using cables or other accessories. 3. Materials. A. Interlocking Articulating Concrete Blocks. Use Interlocking Articulating Concrete Blocks(IACB)that expand and contract. Provide individual grid blocks consisting of a homogeneous mass of consolidated concrete. Ensure they are machine-made by a vibration and compression process and are composed of approved aggregates with a no-slump concrete mix. Use mix water that is clean, fresh,and free from oil,acids, soluble salts,and organic impurities. Use cement conforming to ASTM C-150. Use test procedures conforming to ASTM C-140. Use aggregates conforming to ASTM C33. When potentially reactive aggregates are used, replace 25 to 35%of the cement with a Class F fly ash meeting the requirements of the Departmental Material Specification DMS-8900,"Fly Ash"or replace 50%of the cement with Grade 100 or Grade 120 Ground Grandular Blast Furnace(GGBF)slag meeting the requirements of ASTM C 989. Use Type 11 cement in sulfate or salt-water environments. Ensure the manufacturer of the IACB furnishes the system's Hydraulic Stability Test Report that complies with the test procedures under the Federal Highway Guideline Report FHWA-RD-88-181 or FHWA-RD-89-199 to determine the system's critical shear stress value. Install the anchoring devices such as helix anchors,duckbill anchors, shear pins,cables, etc., used in the hydraulic stability test procedure in the field, in the same manner in which they were used during the hydraulic stability testing. ASTM C 140 Minimum Critical Shear Stress 4 lbs. per sq. ft. or as shown on the plans Percentage Open Area As shown on the plans Prior to installing of the blocks, submit the following product information for review and approval of equivalent blocks: (1) Block Dimensions(L,W,H) (2) Block weight and submerged weight (3) Block moment arms(for use in calculation of block stability factor of safety by FHWA NHI 01-003, HEC 23, "Bridge Scour and Stream Instability Countermeasures", Second Edition) (4) Block critical shear stress. rc B. Filter Fabric Underlayment. Use Type 2 filter fabric as defined by DMS-6200,"Filter Fabric",or of the type and properties as specified in the plans,or approved equivalent. During periods of shipment and storage,protect the filter fabric from direct sunlight, ultraviolet rays, and temperatures greater than 140°F. Keep the filter fabric in its protective covering. If the filter fabric protective covering is damaged or removed, immediately cover the filter fabric with an opaque tarp or move the filter fabric to an indoor storage facility. 4. Construction. A. Earthwork. Construct the areas where placing the filter fabric and IACB's to the lines and grades as shown on the plans. Where such areas are below the allowable grade, place and compact these areas to grade in layers not exceed 8 in.of the selected material. Use the depth of layers and amount of compaction necessary to obtain a density equal to the adjoining undisturbed soil. Remove obstructions, such as but not limited to, roots, lumps,and projecting stones larger than one inch. Remove soft or low-density pockets of material and fill the resulting void with select, compacted material. Use a compaction of 90%or greater of the optimum value as determined by Test Method Tex-114-E. Construct the finished sub-grade to exhibit a raked, rolled,or otherwise smooth planer profile within 0 in.to 0.5 in.tolerance within a 10 ft.straightedge from established sub-grade elevation shown on the plans or as approved by the Engineer. Immediately prior to placing the filter fabric and the IACB, Engineer will inspect the prepared area. Do not place filter fabric or blocks until the Engineer approves that area. Prior to placing blocks, perform any necessary repairs to the finished grade at no expense to the Department. 2-4 4022 1-05 t - B. Placing Filter Fabric. Place the filter fabric directly on the prepared area.Overlap the longitudinal and transverse joints a minimum of 2 ft. Insert the securing staples,as needed, through both strips of overlapped fabric along one line through the midpoint of the overlap to temporarily hold the filter fabric panels in place until the IACB can be placed. Place only 200 ft. or less of filter fabric before covering with the IACB. If the filter fabric is installed and not covered with the IACB for more than two days, lift the blocks and inspect the surface of the slope for slope defects. Lift uncovered filter fabric after a heavy rainfall and inspect the area for slope damage. Place the filter fabric directly on the prepared area. Place the fabric smoothly on the subgrade minimizing tension,stress, folds,and wrinkles. After placing,do not unnecessarily walk on or disturb the filter fabric unless required to preserve contact with the subgrade. Do not allow equipment on unprotected filter fabric. Protect the fabric from binding, clogging,tears,and other damage while installing. Place the filter fabric strips from downstream to upstream. Overlap successive filter fabric sheets such that the upstream sheet is placed over the downstream sheet or the upslope sheet is placed over the downslope sheet. Overlap adjoining fabric sections a minimum of 2 ft. Replace or repair, at no additional cost, fabric damaged while placing the blocks, as directed. Repair all torn, punctured,or otherwise damaged areas by placing a fabric patch of the same material over the area and extending it a minimum of 3 ft. beyond the perimeter of the tear or damage. Orient the patch material so that its fibers are aligned with the damaged filter fabric fibers. C. Placing Interlocking Articulating Concrete Blocks (IACB). However,there are a number of questions that remain unanswered regarding field conditions and limitations the contractor is facing. For example, if the subgrade is not suitable and they cannot dewater the excavation, how were they able to build the gabion toe of slope in the plans?And,how would they be able to build the toe design options 2& 3? Unless we understand the scope of their limitations, I don't know how we can offer firm recommendations on alternative design options for TxDOT to consider. AFLP and H&H Resources are willing to meeting in Fort Worth w/the contractor and TxDOT to gather information and explore the options further, if you believe that will help. Short of that,our recommendation remains to build per plans or to replace the gabion mattress with 36" layer of stone protection,as this remains an adequate design. It is pointing out that, due to the excessive amount of ground water, the finished product will be a quality product only if the rip rap is installed. It is not possible to install the gabion mattress in a way that will insure the finish product will be a quality product.This is mainly attributed to the type of material that will be under the rip rap or gabion mattress. Because of the ground water, this material is essentially soup.There is not way to properly grade this material for a flat basket. Furthermore, this material is not suitable to support a basket. On the other hand, excavation can be performed for rip rap stone then filter fabric spread out.The fabric will help stabilize the rip rap stone, which do not require a perfectly flat foundation.The rip rap installation will ensure an acceptable finished product that achieves the intended purpose. The comment on groundwater seems to be an incidental issue. They will have to address/control groundwater regardless of the channel lining technique, to provide a stable subgrade for construction of either Stone Protection or Gabion Mattresses. The stone protection is twice as deep as the mattress, it still requires a filter fabric, so they would have a deeper channel excavation and even more of a groundwater situation to deal with if they pursue that option. Authorize the approval and execution of Change Order Nos. 38, 43, and 45-51 for the construction of Precinct Line Road from State Highway 10 to Concho Trail and Walker Branch Bridge; and 2. Authorize payment of these change orders to Texas Department of Transportation in the amount of$476,647.08 under Local Transportation Project Advance Funding Agreements for the projects (City Secretary Contract No. 44743), and revising the total City contribution to $4,071,258.21 (City Project Nos. 00105 and 00147). ' DISCUSSION: The 2004 Bond Program provided funding for improvements to widen Precinct Line Road from two- lanes to four-lanes from State Highway 10 to Concho Trail including a new four lane bridge over Walker Branch and intersection improvements at Trinity Boulevard. This project includes reconstructed travel lanes, left and right turn lanes, storm drain improvements, sidewalks, railroad crossing, bridge and traffic signal improvements. Under these change orders, TxDOT's contractor, Haydon Building Corp, will be compensated for temporary pavement quantity overruns, and delay claims resulting from franchise utility conflicts and constructability issues with the design plans. These claims consist of 3 months of additional barricades, signs, and traffic handling, water service, material price escalations, and standby equipment costs. These items affected the critical construction path and prevented the contractor from continuing construction in an efficient manner. TxDOT and the contractor engaged in a mediation process to arrive at a settlement for the expenses associated with these unanticipated delays. An additional 90 working days will be added to the contract. Staff considers the cost for this change order to be fair and reasonable for the proposed roadway construction. Previous M&Cs approved by City Council for the Walker Branch Bridge Project (City Project No. 00105): C-20868, 7/26/05; C-26154, 3/19/13; and C-27891, 8/30/16, and administratively approved change orders for this project authorized total payments to TxDOT in the amount of $626,403.47. This change order will authorize payment to TxDOT in the amount of$424,578.94 for Change Order Nos. 38, and 47 - 51. Previous M&Cs approved by City Council for the Precinct Line Road Project (City Project No. 00147): C-26154, 3/19/13; and C-27830, 8/2/16, and administratively approved change orders for this project authorized total payments to TxDOT in the amount of$2,898,207.66. The Water Department also paid TxDOT the amount $70,000.00 for Change Order No. 12 (M&C C-28093, 1/31/17). This change order will authorize payment to TxDOT in the amount of$52,068.14 for Change Order Nos. 43, 45, and 46. The total payment to TxDOT for both projects is $476,647.08 and increases the City contribution to $4,071,258.21. The overall City project budget is $4,296,974.05 for Precinct Line Road (City Project No. 00147) and $1,292,000.45 for the Walker Branch Bridge (City Project No. 00105). The total project budget is $17,357,207.50 and includes federal participation of$7,249,075.00, state participation of $1,790,158.00, and Tarrant County participation of$2,729,000.00. The completion of this project will have no significant impact on the general fund operating budget. Construction was substantially complete in July 2017. Funding for these change orders is being provided from the 2004 Capital Improvement Program. The project is in COUNCIL DISTRICT 5. This contract will be with a governmental entity, state agency or public institution of higher education: (Texas Department of Transportation TxDOT).
