HomeMy WebLinkAboutContract 35341-A3AMENDMENT NUMBER 3 �TATE OF TEXAS 8 (No M&C Needed) COUNTY OF TARRANT 8 CON �� ��°�� � � ��� - ��. � WHEREAS, the City of Fort Worth (CITY) and Transystems Corporation Consultants, (ENGINEER) made and entered into City Secretary Contract No. 35341, (the CONTRACT) in the amount of $767,476.00 which was authorized by the City Council by M&C C-22140 on the 29th day of May, 2007; and subsequently revised by: Amendment Number 1 in the amount of $0.00 which was administratively authorized by the City on the 1 st day of October, 2007; and subsequently revised by Amendment Number 2 in the amount of $178,000.00 which was authorized by the City Council on the 6th day of October, 2009 (M&C C-23834), and WHEREAS, the CONTRACT involves engineering services for the following project: Hemphill Street Connection from Vickery Boulevard to Lancaster Avenue, Project Number 00141; and WHEREAS, it has become necessary to execute Amendment No. 3 to said CONTRACT to include an increased scope of work and revised maximum fee; NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: Article I Article I of the CONTRACT is amended to include the additional engineering services specified in the proposal letter dated January 18, 2012, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $25,948.85. Article II Article II of the CONTRACT is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be the amount of $971,424.85. Dear Mr. Weiss, TranSystems appreciates the opportunity to provide additional services with respect to the above referenced project. Below is an itemized breakout of these services for your review. Lighting Design for Tunnel Lighting Standards Lump Sum $8,000 Original lighting design was to meet TxDOT nighttime standards. Photometric layout, type of LED fixtures and requirements in original design were reviewed with City of Fort Worth in Traffic meetings. Per conference call on November 8, 2011, new City of Fort Worth officials agree that it would be desirable to meet tunnel lighting standards. Tunnel lighting standards require much more light, especially at the openings of the tunnel. Tunnel lighting standards are used so daytime lighting under the bridges is bright enough to ease the transition and eliminate drivers-eye adjustment as the driver passes from a well-lit area into a tunnel. 2. TranSystems will research and obtain tunnel lighting requirements. 3. TranSystems will design and check a new photometric layout to meet tunnel lighting standards. 4. TranSystems will revise conduit runs and voltage drop calculations for addition of luminaries. 5. TranSystems will incorporate City standards for illumination and create additional details as necessary. 6. TranSystems will review models of illumination layout and incorporate additional measures to minimize impacts to artist's sculptures. Public Involvement Lump Sum $4,000 1. Additional meetings and coordination with Cleopatra Investments regarding: Construction timelines, temporary construction easements, construction schedules_, and additional review of design and previous decisions agreed upon. Inlet originally requested on private property by Cleopatra Investments to be eliminated due to uncertainty of future development and changes in private developer's engineers and architects. Revise drainage areas, re-design swale at back of sidewalk to accommodate additional runoff, eliminate berm along temporary landscape easement, and verify sizes of downstream inlets and pipes. ($1,000) 3. Additionai meetings and coordination with artist regarding illumination, cantilever connection to TxDOT bridge, and additional coordination with TxDOT. Providing more detailed "no-horn" zone diagrams and conference call to determine limits of hanging sculpture locations and providing optimal solution to avoid vertical clearance conflicts. ($1,000) Project Manual Lump Sum $6,000 1. Revise estimate, quantities, specifications and bid items for new City of Fort Worth standards and specifications. Environmental Documentation Lump Sum $3,340 TxDOT has requested a Blanket Categorical Exclusion (BCE) Environmentai Checi�list be developed for the Hemphill Street Connection. A blanket categorical exclusion is a categorical exclusion for which either no environmental analysis is done or a"memo" BCE is prepared. Typical BCE projects include traffic signals and pavement overlays. BCEs are not sent to FHWA. See also categorical exclusion. Tran Systems (TSC) will develop the BCE checklist for the Hemphill project ready for submission to TxDOT. TSC will respond to all questions on the checklist. This will require expanded information and document development as listed immediately below: Easements: Develop a project description, locations maps, and photographs of the project to be submitted with the Checklist. Work Outside the existing base course: Document areas that should be specifically identified for avoidance. Address any area identified by TxDOT for protection; development of Construction General Permit (CGP) Notice of Intent (NOI) and Storm Water Pollution Prevention Plan; and incorporate any EPIC's resulting from coordination with resource agencies into the PS&E. Work Involving digging down three feet or more: Perform records/data base search and visual survey to determine likely contamination or ghost tanks. Historic Building: Submit project description, present information available, location maps and photographs for ENV coordination with Texas Historical Commission. TSC will submit the BCE form and supporting documents to The City of Fort Worth for submission to TxDOT. Conduct Stakeholder Meeting (including travel time + 70 miles RTrip) ($700 +$38.85) 5. Provide summary report of recommendations and QA/QC.
