AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE SPECIALLY FUNDED CAPITAL PROJECTS FUND IN THE AMOUNT OF
$789,000.00, FROM TARRANT COUNTY 9 -1 -1 DISTRICT AND TARRANT COUNTY
REIMBURSEMENTS, FOR THE PURPOSE OF FUNDING THE JOINT EMERGENCY
OPERATIONS CENTER PROJECTS; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010 -2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Specially Funded Capital Projects Fund in the amount of $789,000.00, from Tarrant County 9 -1 -1 District
and Tarrant County reimbursements, for the purpose of funding the Joint Emergency Operations Center
projects.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of a $39,000.00 from Tarrant County 9 -1 -1 District and $750,000.00 from Tarrant
County for the Joint Emergency Operations Center and Adopt Appropriation Ordinance (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept reimbursement from Tarrant County 9 -1 -1 in the amount of
$39,000.00 for the installation of a Universal Power Supply in the Zipper Building for the Joint
Emergency Operations Center;
2. Authorize the City Manager to accept $750,000.00 from Tarrant County for county funding of the Joint
Emergency Operations Center enhancement project; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Specially Funded Capital Projects Fund by $789,000.00 from available funds.
DISCUSSION:
On September 15, 2010, Tarrant County 9 -1 -1 District agreed to reimburse the City of Fort Worth up to
$39,000.00 for the installation of a Universal Power Supply (UPS) in the Zipper Building for the Joint
Emergency Operations Center (JEOC) and assume maintenance expenses for the existing UPS in the
"tunnel" to be used for the Fort Worth Police Department/Fire Department Dispatch Center back -up site.
The City of Fort Worth agreed to provide reasonable access for District personnel and contractors,
transfer title of the existing UPS to the District and continue to provide commercial power, fuel and
maintenance for the back -up generator.
On October 26, 2010, the City Council approved M &C C -24557 authorizing an Interlocal Agreement
between the City of Fort Worth and Tarrant County for funding of the JEOC. This Interlocal Agreement
allows Tarrant County to participate in the project in the amount of $750,000.00.
In January 2011, the City of Fort Worth received the $39,000.00 from Tarrant County 9 -1 -1 District and
$750,000.00 from Tarrant County.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
capital budget, as appropriated, of the Specially Funded Capital Projects Fund.
