SUPPLEMENTAL SCOPE OF SERVICES
(SUPPLEMENT TO ATTACHMNT "A")
Professional Services: Drainage Study for Future Storm Drain Imprvements:
Harvey Street Park Storm Drain Study
City Project No. 00544
The following is a clarification of the tasks that the ENGINEER will perform under
ATTACHIVIENT "A". Work Lmder this attachment includes engineering services for storm
drain improvements for the Harvey Street Park Storm Drain Study.
'Upon receipt of notice to proceed, the ENGINEER will perform the following tasks:
PART A - ENGINEERING INVESTIGATION
The data. to be collected for this project includes information possessed by the City in the
form of studies, maps, engineering construction plans, and digital files as well as
information generated in the iield specifically for this project.
l. Data Collection
a Obtain available topographic maps, zoning maps, land use maps, and thoroughfare
plans within the study limits from the City.
b Obtain "As-Built" plans for existing bridges, culverts, paving, grading, and drainage
construction within the study limits from the City.
c Obtain digital copies of the latest versions of digital aerial topographic and
photographic data within the study limits from the City.
2. Detailed Scope of Investigation
The scope of this investigation is:
a Conduct a visual investigation by a licensed Structural Engineer of the 90" and 72"
concrete pipe from the Jessamine outfall to the Evans Street tie-in.
Visual inspecrion is the process of walking inside the pipeline from the outlet at
Jessamine to the connection to the box at Davis and Evans. Clear pictorial
documentation will be obtained clearly labeled at to location (Station from the
Jessamine Outlet). Appropriate on-site tests to assess structural integrity will be
performed and samples will be collected if outside testing is appropriate.
b Perform tests appropriate to determine structural integrity and repair/upgrade
requirements.
Before samples are collected for off-site tests or special equipment is used to
perform the testing (e.g. drill rig to collect geotechnical samples), Abaxial will
coordinate with the City's Project Manager.
EA1-1
Rev 2/17/2007
c Prepare a Visual Inspection Report evaluating the results and recommending
additional investigation as required for the situation. Coordinate required additional
investigation with the City Engineering staff to obtain approval prior to performance.
The results of the visual inspections and any sample analysis will be reviewed and
an evaluation of the completeness of the infrmation collected will be made._ If
there are additiona information required, Abaxial will coordi.nae witin zhe City's
Project Manager rior to collecting that information.
If additional i.nformation is requirecl, Abaxial will perform the necessary
investigation and integrate the new information into the previc,us information.
Once the information is sufficient, this will be communicated to the City Project
Manager and Abaxial will recommend that the alternative determination be
performed.
d Prepare a list of alternative repair/upgrade scenarios.
This task will allow Abaxial to develop a matrix of feasible resolutions to the
deficiencies discovered and to provide criteria for rating the resolutions.
e Prepare a Preliminary Engineering Report evaluating and ranking the alternatives.
Ranking criteria shall include cost and disruption factors.
The Final Preliminary Engineering Report wiIl address all of the issues that have
been raised during this investigation. This will be a 10-12 page report plus
appendices that will evaluate all of the requirements and recommend specific
actions to be taken.
f Based on the City Engineering staff review of the Preliminary Engineering Report,
prepare a Preliminary Design Report including schedules and budget in 2007 dollars.
This Preliminary Design Report will develop the Design Criteria and Conceptual
Design to be used in the Detailed Design phase.
PART B - Praject Development
1. Project Coordination
a Conduct up to four (4) project status meetings with CITY. The meetings shall be
used to update the City as to status of project and to determine City preference in
recommended improvement option.
b Conduct up to two (2) site visits to project with CITY, upon CITY request.
c In coordination with the CITY, conduct one (1) public involvement meeting to
supply project information, goals, and schedule to the surrounding residential
community. The ENGINEER will prepare up to two (2) graphical exhibits for use in
the public presentations.
d Prepaze monthly updates for the City identifying what work was accomplished, what
items are pending, and what outstanding issues need immediate attention.
2. Report
Prepare written concept, preliminary, and final reports detailing the assumptions made in
the study, the results of the investigations, and the options with probable costs for the
recommended improvements. The reports will contain the results of any computer models
created in both digital and hard copy format.

REFERENCE NO.: **C-22175
SUBJECT:
Authorize Execution of Engineering Agreement with Abaxial, Inc., for Harvey Street Park Storm
Drain Rehabilitation Study (Project No. 00544) and Adopt Appropriation Ordinance

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $39,799.00 from the Storm Water Operating Fund to the Storm Water Capital
Projects Fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Storm Water Capital Projects Fund in the amount of $39,799.00; and
3. Authorize the City Manager to execute an engineering agreement with Abaxial Inc., the amount of
$34,608.00 for Harvey Street Park Storm Drain Rehabilitation Study.
DISCUSSION:
The Storm Water Management Program was established to prevent flooding in Fort Worth, preserve
streams, minimize water pollution and to operate the storm water system in a more effective manner to fully
comply with state and federal regulatory requirements. This will be accomplished by improving
infrastructure reconstruction and system maintenance, master planning, enhanced development review,
and increased public education and outreach.
The existing storm drainage structure which outfall in Harvey Street Park is determined to be deteriorated
and inadequate.
The scope of this project includes the preparation of a drainage study that will provide recommendations for
the necessary improvements to the existing deteriorated storm drain culverts on Cooks Lane and Ederville
Road.
Abaxial, Inc., proposes to perform the necessary study work for a lump sum fee of $34,608.00. City Staff
considers this to be fair and reasonable for the scope of services proposed.
In addition to the contract amount, $5,191.00 is required by the Engineering Department for project
management.
Abaxial, Inc., is in compliance with the City's M/WBE Ordinance by committing to 18 percent M/WBE
participation. The City's goal on this project is 18 percent.
This project is located in COUNCIL DISTRICT 8, Mapsco, 77Q.

FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, and adoption of the
attached appropriation ordinance, funds will be available in the current capital budgets, as appropriated, of
the Storm Water Capital Projects Fund.
