'%' MEMORANDUM OF UNDERSTANDING
RABIES EXPOSURE INVESTIGATIONS IN FORT WORTH
This memorandum of understanding (MOU) confirms an agreement between the City of Fort
Worth Public Health Department (CFWPHD) and Tarrant County Public Health (TCPH) specific
to rabies exposure investigations inside the city limits of Fort Worth.
Local Rabies Control Authority:
The State of Texas Health and Safety Code, Chapter 826, Section 826.041 "REPORTS OF
RABIES" states the following: "A person who knows of an animal bite or scratch to an
individual that the person could reasonably foresee as capable of transmitting rabies, or who
knows of an animal that the person suspects is rabid, shall report the incident or animal to the
local rabies control authority of the county or municipality in which the person lives, in which
the animal in located, or in which the exposure occurs. The local rabies control authority shall
investigate a report filed under this section."
CFWPHD Responsibilities:
The City of Fort Worth Public Health Director is the appointed rabies control authority for Fort
Worth and is therefore responsible for receiving and investigating reports of rabies inside the city
limits of Fort Worth, including potential human exposures.
TCPH Notification:
CFWPHD agrees to notify the TCPH county epidemiologist and health authority on the same
day of any confirmed or suspected case of rabies identified in Fort Worth (animal or human).
CFWPHD agrees to include information speciiic to the potential for human exposure associated
with each confirmed case. If at the conclusion of an investigation, individuals without access to
a private physician are recommended for rabies post-exposure vaccination, CFWPHD will refer
the individual(s) to the TCPH health authority for assistance with medical follow-up.
TCPH Participation in Investiations:
CFWPHD agrees to invite TCPH participation in human exposure investigations inside the city
limits of Fort Worth when there is the potential for multiple human exposures from a single- "
source and/or CFWPHD resources alone are insufficient to conduct a large-scale investigation in
an expedited manner. TCPH agrees to participate in human exposure investigations, when its
resources allow, in a support capacity to the Fort Worth local rabies control authority to prevent
duplications of effort and ensure a uniiied effort.
This MOU is effective June 1, 2007 and remains in effect until either CFWPHD or TCPH
notifies the other in writing that they no longer wish to participate in this agreement.
