WHEREAS, the City of Fort Worth (City) and Carter & Burgess, Inc.,
Consultants (Engineer) made and entered into City Secretary Contract No. 32975 (the
Contract) which was authorized by the City Council by M&C C-21128 on the lst day of
November, 2005; and
WHEREAS, the Contract involves engineering services for the following project:
Alliance Airport Runway Extension Project, Phase VI — Earthwork Package
2 — Construction Management Services.
WHEREAS, it has become necessary to execute Amendment No. 1 to said
Contract to include an increased scope of work;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement, which amends the
Contract:
1.
Article I of the Contract is amended to reduce the construction management
services, and include additional professional services, as specified in the proposal letter
dated April 18, 2007, a copy of which is attached hereto and incorporated herein. The
cost to the City for the additional services to be performed by the Engineer is $0.00.
2.
Article II of the Contract does not change. The maximum fee to be paid to the
Engineer for all work and services performed under the Contract, as amended, by the City
shall not exceed the sum of $753,777.38, which represents a no-cost change.
3.
All other provisions of the contract, which are not expressly amended herein, shall
remain in full force and effect.

The City of Fort Worth ("Owner") and Carter & Burgess, Inc. ("ConsultanY') hereby agree that the contract is
amended as follows:
In a no-cost change to the City, a task is added to the Contract to provide for James Daniels and Associates to
obtain reappraisals on six (6) AIL properties, and for LopezGarcia Group to Revise the FM 156 Environmental
Assessment; and $54,815.30 in funds are reprogrammed from the Phase VI Paragon Project Resources
Construction Management budget to the aforementioned ROW and EA revision tasks. The total Contract
amount remains $753,777.38.
All other provisions are unchanged and remain in full effect.
These changes result in the following adjustment of Contract Price:

This amendment will extend and continue the original program management scope of
work to include the program management services for Revising the FM 156
Environmental Assessment (EA) to conform to new FWHA requirements.
The specific program management tasks involved for this amendment are:

• Develop and maintain project schedule(s)

FM 156 EA Revision Scope of Work — LopezGarcia Group
LOPEZGARCIA GROUP (LGGROUP) is pleased to submit the following scope of work
for an Environmental Assessment (EA) Re-evaluation on Farm-to-Market 156 (FM 156)
as required by the Texas Department of Transportation (TxDOT) Fort Worth District
under CSJs: 0718-02-048 & 0718-01-047. Project specifics are detailed below:
CSJs: 0718-02-048 & 0718-01-047 —Environmental Assessment (EA) Re-evaluation,
from Haslet to the approximatelv 0.5 miles south of State Hiphwav 114
LGGROUP will provide an EA Re-evaluation per the latest TxDOT guidance and
language. The purpose of the technical document will be to re-assess potential
environmental impacts from the proposed project that have been previously identified,
and update any section as necessary. Each section will be re-evaluated by addressing
any changes and new environmental issues that have emerged since approval of the
original EA, in accordance with the TxDOT and Federal Highway Administration (FHWA)
Highway Design Division, Operations and Procedures Manual-Part ll-B. It is assumed
that TxDOT will make available the latest draft of the EA in compatible electronic formats
(Microsoft Word (.doc) for the text and Adobe (.pdf) for the appendices). Particular
sections in the EA to be re-evaluated will include:
A. Purpose and Need: LGGROUP will update the purpose and need of the project
utilizing the latest ADT traffic data (to be provided by TxDOT), census and accident
data.
B. Environmentallssues:
1) Environmental Justice: LGGROUP will update the Environmental Justice section
per the latest census data and TxDOT — Fort Worth District guidance.
2) Natural Resources: LGGROUP will conduct a field visit to document existing
conditions of the project area for natural resources including vegetation,
threatened/endangered species, and water resources. LGGROUP will re-assess
the conditions of the jurisdictional waters within the project area, including
wetlands. This re-assessment will include updating the wetland determination
forms, delineating the jurisdictional waters in the field, and updating the
jurisdictional water information in the EA.
3) Hazardous Materials: LGGROUP will complete a database search for hazardous
materials and document any sites within the %z-mile of the project area.
4) Air Quality: LGGROUP will update this section per the latest TxDOT — Fort Worth
District Guidelines.
5) Noise: LGGROUP will update this section per the latest TxDOT — Fort Worth
District Guidelines. It is assumed that the noise analysis previously conducted
for this project will be sufficient for the re-evaluation. An additional noise analysis
is not anticipated and therefore not included in this scope.
6) Cultural Resources:
o Standing Structures (Historic-Age Resources): LGGROUP's scope of work
shall consist of a reconnaissance survey and EA. Assumptions for the
reconnaissance survey and EA update are as follows:
1) C&B will make available the report of the previously conducted survey to
LGGROUP prior to the current reconnaissance survey.
2) The Area of Potential Effect (APE) of the project will correspond to the
anticipated update of the Programmatic Agreement between the Texas
Historical Commission (THC) and TxDOT; the APE for this
reconnaissance survey will consist of 150 feet from either side of the
proposed right-of-way along the project corridor.
3) A letter report format will be sufficient for submission of the project
deliverable.
4) Historic-age resources identified during the previously conducted
reconnaissance survey, conducted in 1991 by Donald A. Dorward,
Archaeologist, Southern Methodist University, will need to be re-surveyed
due to the sixteen year age difference. Any additional reconnaissance
will be conducted in accordance with the previous research design and
agency coordination.
5) The TxDOT standard scope of work for reconnaissance survey of non-
archaeological resources will be followed for the survey update efforts,
and production of the report deliverables.
6) Four copies of the draft deliverable will be provided to the TxDOT Fort
Worth District; the Fort Worth District will be responsible for forwarding
the draft and final documents to ENV and to the THC. The photographs
printed for the draft deliverable will also be used for the final deliverable.
7) The results of the reconnaissance survey shall be incorporated into a
revision of an EA.
o Archeology: LGGROUP will update the Impact Evaluation for the project. It is
our understanding that an archeological field survey is not requested at this
time; should one be deemed necessary, it would be provided as an additional
service.
C. Indirect and Cumulative Impacts: LGGROUP will include indirect and cumulative
impact discussions in the EA Re-evaluation per the latest TxDOT — Fort Worth
District guidance.
Documentation:
1) LGGROUP will submit one electronic copy of the preliminary draft EA Re-
evalutiaon to TxDOT for review.
2) Upon receipt of comments, LGGROUP will submit three hardcopies of the
Preliminary Draft EA Re-evaluation to TxDOT.
3) LGGROUP will respond to comments and/or incorporate in Draft EA Re-
evaluation and submit three copies to C&B for final review and submittal to
TxDOT - ENV.

ROW Appraisal Scope of Work — James Daniels and Associates
VALUATION: The property owners will be contacted for donation of the proposed right-of-
way to the City of Fort Worth. Should a property owner not choose to donate the proposed
right-of-way, an offer to purchase will be based on appraisals prepared by a State Certified
Appraiser.
The appraisals will be reviewed by a State Certified Appraiser to ascertain their compliance
with the Uniform Standards of Professional Appraisal Practice and with Texas Department
of Transportation (TXDOT) and the Federal Aviation Administration (FAA) requirements.
A copy of the appraisal and review will be submitted to the City for approval before any offers
are made to the land owners.
