WHEREAS, the City of Fort Worth (City) and _Halff Associates, Inc._
(Engineer) made and entered into City Secretary Contract No. 33121 (the "Contract") on
the _23 _ day of _Januarv_, 2006 ; and
WHEREAS, the Contract involves engineering services for the following project:
Henderson Street Storm Drain Watershed Planning Study (Phase 2, City Proj. No. 00078_
WHEREAS, it has become necessary to amend said Contract to include an
increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the Contract:
1.
Article I, Section 1 of the Contract is amended to include the additional engineering
services specified in a proposal letter dated February 12, 2007 , a copy of which is
attached hereto and incorporated herein. The cost to City for the additional services to be
performed by Engineer is _$195,000_.
2.
Article III of the Contract is amended to provide for an increase in the maximum
fee to be paid to Engineer for all work and services performed under the Contract, as
amended, so that the total fee paid by the City for all work and services shall not exceed
the sum of 481 640 .
3.
Engineer acknowledges its commitment to obtain an additional 5_ % M/WBE
participation for this amendment. The Engineer's commitment for the Contract remains
unchanged.
4.
All other provisions of the Contract, which are not expressly amended herein, shall
remain in full force and effect.

Henderson Watershed Planninq Studv Phase 3 Work Proqram
Finalize GIS Data Collection & Mapping of Storm Drain System
This task will complete data collection for existing storm drain system assets
within the Henderson Watershed. Following the data collection task, the will be
incorporated into the GIS database developed in Phase 2. Database structure
developed for the modeling in Phase 2 will be revised and updated to include
other features needed for general planning and operations. Included in the task
of finalizing GIS data collection and mapping of the storm drain system is the
following:
1. Research available plans, records, maps, etc. of available data from City
and evaluation of source.
2. Survey and GIS data collection for remainder of storm drain system within
the Henderson Watershed.
3. Revisions to and population of GIS database using collected data;
4. Mapping of existing storm drain system in GIS with data attributes as
defined in the revised GIS database structure.
5. Provide analysis of data and efficiency in data collection for various storm
drain system assets.
6. Document data capture approach, standards, and methods.
7. Review and recommend revisions to existing data provided in current
watershed planning studies, as needed to combine into singe database.
8. Develop standard study approach, reflecting needs of study area and
refine storm drain assessment data collection procedures; refine standard
scope of watershed planning studies based on findings and experience
with the first round of studies, including flexibility to allow for size and
types of facilities involved in specific projects.
Henderson Storm Water Model Conversion
The current Phase 2 contract storm drain system model was developed using the
EPA-SWMM5 computer model program. The effort under this task will be to
convert the SWMM5 model into the Wallingford Software InfoWorksCS model.
This task will be used to evaluate and make recommendations regarding the use
and capabilities of this software. Included is the consideration of study type and
watershed needs; prepare a summary report on issues involved with "work-
arounds" and "tricks" in the models; provide recommendations and assist in the
coordination of software and modeling techniques; evaluation of other software
programs based on comparisons with current SWMM5 models; software input
and output data management and assistance.
Continuation of Watershed Planning Study Program Assistance
This task is a continuation of the "Task VI. D. Other Services", as described in
the Phase 2 contract, "Attachment C". The tasks outlined below will be required
to successfully combine data collected in each of the current watershed planning
studies by guiding the format and development of the GIS database population
procedures. Included in the task of watershed planning study program
assistance is the following:
1. Assist with the review of field data collection methods and procedures;
coordination between GIS data collection and data implementation; assist
in a data review from pilot study of field data collection for storm water
assets; pilot study data management, modeling and data maintenance;
pilot study data collection standards, data capture manual development
and guidance; assist with the mapping of data collected in pilot study and
other studies, as needed, to be incorporated into the storm water GIS
database; assist with the development of storm water mapping standards
and templates.
2. Coordination of training opportunities for watershed study consultants.
3. City-wide storm water GIS database management development
assistance; assist with the incorporation of existing watershed planning
studies data into the storm water GIS database; review and recommend
revisions to existing data as needed to combine into a comprehensive
database.
4. Assist in the development of the GIS-based storm water system geometric
network model; conveyance system mapping rules and maintenance
assistance for incorporation of new development and field data collection
of existing infrastructure.
5. Assist with coordination between Storm Water and other City
departments.
SWMM5 Preprocessor Programming
To integrate the use of the EPA SWMM5 complex storm water modeling program
and the development of GIS data desired by the City, a utility program is required
for use in ArcMap 9.x. This utility program file (.DLL), by Halff Associates, Inc.,
will be provided to the City. Software support and further revisions, updates, or
modifications will not be included in this amendment. In addition to the
preprocessor, a standard storm water geodatabase will be included to
standardize the data format for models developed by the watershed planning
studies.

SUBJECT: Authorize Amendment No. 1 to the Engineering Agreement with Haiff Associates, Inc., for the
Henderson Street Storm Drain Watershed Planning Study, Phase 3(City Project No. 00078)

RECOMMENDATION:
It is recommended that the City Council: Authorize the City Manager to execute Amendment No. 1, City
Secretary Contract No. 33121, to an engineering agreement with Halff Associates, Inc., in the amount of
$195,000 for the Henderson Street Storm Drain Watershed Planning Study, Phase 3 for a total contract price
of $481,460.00.
DISCUSSION:
The 2004 Capital Improvement Program (CIP) included $1,300,000.00 for Watershed Planning
Studies. These studies are designed to provide a detailed assessment of the condition and capacity of
several older storm drain systems and to develop an improvement plan for each.
Halff Associates, Inc., has completed Phase 1 of this study for the Henderson Street Storm Drain Watershed,
which consisted of background work for a grant application and development of a detailed scope for the
Phase 2 study; and Phase 2, which included detailed mapping and inspection of the major trunk lines within
this storm drain system, hydraulic modeling, and development of a detailed improvement plan to be
implemented as additional funding became available. Phases 1 and 2 were paid for through 2004 CIP
funding. Storm Water Utility funds will be used to implement Phase 3 of the study. The scope of work
consists of additional data collection and mapping of the storm drain system, updating computer models and
continuing assistance as the lead consultant in the City-wide watershed planning study program. Halff
Associates, Inc, proposes to perForm this scope for a lump sum fee of $195,000. City staff considers this fee
to be fair and reasonable for the scope of services proposed.
Halff Associates, Inc., is in compliance with the City's M/WBE Ordinance by committing to 5 percent M/WBE
participation.
This project is located in COUNCIL DISTRICTS 8 and 9.
