AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $85,000.00, SUBJECT TO RECEIPT OF A
COST REIMBURSMENT AGREEMENT FROM THE UNITED STATES FEDERAL
BUREAU OF INVESTIGATION, FOR THE PURPOSE OF FUNDING OVERTIME
REIMBURSMENTS FOR PARTICIPATION IN THE NORTH TEXAS JOINT TERRORISM
TASK FORCE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010 -2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $85,000.00, subject to receipt of a cost reimbursement agreement from the
United States Federal Bureau of Investigation, for the purpose of funding overtime reimbursements for
participation in the North Texas Joint Terrorism Task Force.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of an Agreement with the United States Federal Bureau of Investigation for
Participation in a North Texas Joint Terrorism Task Force and Accept an Amount Up to $85,000.00 and
Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute a Cost Reimbursement Agreement with the United States
Federal Bureau of Investigation to participate in the North Texas Joint Terrorism Task Force by
temporarily assigning Fort Worth police officers to the Task Force; and
2. Authorize the Agreement to begin when authorized agents of all parties have signed the Agreement and
continue until terminated by either party with 30 -days written notice; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $85,000.00.
DISCUSSION:
During Fiscal Year 2004, federal funds were appropriated to fund overtime for police officers for detection,
investigation and prosecution of crimes against the United States. The Federal Bureau of Investigation
(FBI) Counterterrorism Division formalized this Task Force with member agencies eligible to receive
overtime reimbursement for their participation on the Task Force. The Fort Worth Police Department (a
member agency) currently dedicates one police officer full time to this effort as part of the Homeland
Security Program funded by the Crime Control and Prevention District (CCPD). The CCPD pays that
officer's salary and overtime; all reimbursements from the FBI will be credited to the CCPD. Four
additional Fort Worth police officers are assigned to the task force as requested in support of selective
criminal investigations.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinances, funds will be available in the current operating
budget, as appropriated, of the Grants Fund. The Police Department is responsible for requesting
reimbursements and for the collection of revenues under this Agreement.
