Authorize Execution of a Sole Source Purchase Agreement for a Motomesh Broadband
Communications System Pilot Project from Motorola, Inc., for the Information Technology Solutions

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute a sole source purchase agreement for a Motomesh Broadband
Communications System Pilot Project from Motorola,lnc., for the Information Technology Solutions
Department at a cost of not to exceed $450,000.00 with payment due 30 days after receipt of invoice in
accordance with the agreed upon terms.
DISCUSSION:
The City of Fort Worth received a State of Texas Homeland Security Program grant award in 2005 (M&C G-
15001) to enhance its capability to prevent, respond to and recover from disasters. A component of the
grant was the award of the Urban Area Security Initiative (UASI). One of the expected outcomes is to
require jurisdictions to work together at a regional level in project development. As a result, an opportunity
exists to enhance the ability of the Cities of Fort Worth and Arlington to serve citizens during times of crisis
and non-crisis events by providing a method of establishing ad hoc networks quickly and securely. For
effective interoperability and as a condition of receipt of the grants, both the cities of Arlington and Fort
Worth must implement the Motomesh solution.
The City will use this purchase agreement to implement a propriety technology solution (Motomesh) that
provides a secure network anywhere, anytime. Motomesh is the technology chosen by the City of Fort
Worth and surrounding municipalities to best establish such ad hoc networks. For this purchase, the City
will implement this technology at Texas Motor Speedway (TMS) and Fire Stations 35 and 37. The City of
Arlington has already implemented the same technoloqy in certain areas including its entertainment
district. Once implemented, this system will allow Arlington first responders to assist at TMS and the City of
Fort Worth first responders to assist at Arlington's network location.
Motorola will assemble and integrate the equipment, software, deliver, install and test the system at
designated sites. The equipment and Motorola software is warranted for a period of one year after system
acceptance. The City will thereafter have to request a quotation for a system maintenance agreement.
Motorola is the documented sole source provider of the Motomesh product.
M/WBE - A waiver of the goal for M/WBE subcontracting requirements was requested by the Purchasing
Division and approved by the M/WBE Office because the purchase of goods or services is from sources
where subcontracting or supplier opportunities are negligible.
